Inter-Agency PSEAH Specialist
Organizational Context
Liberia faces significant humanitarian and protection challenges, including poverty, food insecurity, and climate-related shocks, which exacerbate risks of Sexual Exploitation, Abuse, and Harassment (SEAH). The UN and partners have established an inter-agency PSEA network to coordinate prevention, risk mitigation, and response efforts. This role supports senior UN leadership and the network to ensure safeguarding principles are integrated across all operations.
Job Purpose
This role provides strategic leadership and coordination for the Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH) across UN and partner operations in Liberia. The purpose is to strengthen accountability, develop and implement a country-wide PSEAH strategy, and ensure victim/survivor-centered approaches are prioritized. The Specialist will advise senior leadership, coordinate the inter-agency PSEAH network, and integrate PSEAH into broader humanitarian and development frameworks. This is crucial for delivering safe, ethical assistance, enhancing accountability to affected populations, and mitigating operational and reputational risks, aligning with "Do No Harm" principles and donor expectations.
Responsibilities
The Inter-Agency PSEAH Specialist will provide strategic leadership support to senior UN leadership, including the Resident Coordinator and UN Country Team, to ensure effective PSEAH across all operations. Key responsibilities include coordinating the inter-agency PSEAH Network, representing PSEAH priorities in key platforms, and advising on risk mitigation strategies. The role involves leading the development of a multi-year PSEAH Strategic Action Framework for Liberia, ensuring alignment with UN planning processes and promoting integration into localization and humanitarian-development-peace nexus efforts. Oversight of the PSEAH Programme includes facilitating action plan development, monitoring implementation, strengthening national capacity through training and mentorship, and promoting collaboration with AAP and CwC platforms. A critical focus is strengthening victim/survivor-centered approaches by coordinating with protection actors, supporting safe reporting mechanisms, developing referral SOPs, and building capacity on survivor-centered principles. Stakeholder engagement involves collaborating with government institutions, UN agencies, NGOs, and civil society, and liaising with regional/global networks to ensure alignment with best practices and support resource mobilization.
Work Experience
A minimum of five years of experience (with a Master’s) or seven years (with a Bachelor’s) in PSEAH, AAP, protection, human rights, or GBV is required. Experience in coordination, data analysis, capacity building, communication, advocacy, and field experience in humanitarian/development settings is essential. Experience in risk assessment and safeguarding is desired.
