Organizational Context

The United Nations Development Programme (UNDP) in the State of Palestine (PAPP) operates under a mandate to improve Palestinian economic and social conditions. In Gaza, UNDP is scaling up emergency and recovery interventions in the water and wastewater (WASH) sector due to severe destruction. This role is within the Crisis Resilience unit, focusing on restoring and expanding access to safe water and rehabilitating wastewater systems, contributing to public health and long-term resilience.

Job Purpose

The Project Coordinator will manage water and wastewater projects in Gaza, focusing on emergency response and sustainable reconstruction following the 2023 war. This involves planning, implementing, and overseeing all project activities, ensuring adherence to UNDP standards, national regulations, and international best practices. The role requires close coordination with national authorities, UN agencies, and other stakeholders to restore critical WASH infrastructure, strengthen institutional capacities of the Palestinian Water Authority and Coastal Municipalities Water Utility, and enhance the resilience of over one million Palestinians. The incumbent will ensure effective financial management, procurement, monitoring, reporting, and risk management, contributing to safeguarding public health and improving environmental conditions in Gaza.

Responsibilities

The Project Coordinator is responsible for comprehensive project management, including planning, initiation, and day-to-day execution of water and wastewater interventions. This involves developing project plans, budgets, and timelines, and ensuring alignment with UNDP strategies and national standards. The role includes providing technical management, engineering oversight, and quality assurance by reviewing designs, conducting site visits, and verifying work completion. Financial, procurement, and administrative oversight are critical, requiring monitoring expenditures, managing procurement processes, and ensuring compliance with UNDP rules. The incumbent will also manage monitoring, evaluation, reporting, and risk management, preparing progress reports and maintaining risk logs. Building partnerships, coordinating with stakeholders like PWA and CMWU, and facilitating knowledge management and capacity building are key functions. Ensuring compliance with safeguards, gender equality, and social inclusion principles is also paramount.

Work Experience

The role requires experience in project management, technical oversight of water and wastewater projects, financial management, procurement, and stakeholder coordination. Experience in emergency response and reconstruction contexts, particularly in WASH sectors, is likely beneficial. Familiarity with UNDP procedures and international best practices in project implementation is expected.
