Organizational Context

The United Nations Development Programme (UNDP) in Cuba operates in alignment with national priorities and the UN's development framework. A security risk assessment identified the need for security services to protect UN personnel, facilities, and assets in Havana. This role is part of that security service, reporting to the Local Security Assistant.

Job Purpose

The Security Guard is responsible for controlling access to UN/UNDP facilities in Havana, ensuring adherence to security protocols, emergency plans, and instructions from the Local Security Assistant. This role is crucial for maintaining a secure environment, allowing UN/UNDP personnel to perform their duties safely within acceptable risk levels. The guard will manage visitor access, monitor vehicular entry, and report any security anomalies, contributing directly to the overall safety and operational integrity of the UN presence in Cuba.

Responsibilities

The Security Guard will manage access control for personnel and vehicles at UN/UNDP facilities, verifying authorization and identification. Responsibilities include monitoring the premises for any abnormalities and reporting them immediately, ensuring adherence to security measures, and operating communication equipment as needed. The guard will also manage the entry and exit of equipment with proper authorization, ensure facility security (e.g., closing doors/windows, turning off unnecessary lights/AC), and maintain exterior lighting. Additionally, the role involves ensuring the proper functioning of office equipment like generators and water tanks, enforcing security regulations among staff and visitors, and preparing concise incident reports. The position requires flexibility to work outside standard hours, including weekends and holidays, as per office needs and UNDP policies.

Work Experience

A minimum of two years of relevant work experience in security or protection activities is required. Experience in property, facility, and personnel security, along with knowledge of evacuation and emergency management procedures, is essential. Desirable experience includes working with specialized security entities, UN agencies, diplomatic missions, or embassy residences, and familiarity with security technologies and fire safety.

Skills

Customer service, communication (written and verbal), security advice and planning, security information management, security risk management, incident management, project administration, operating basic office equipment (computers, phones, walkie-talkies), and first aid knowledge.
