Organizational Context

The United Nations Development Programme (UNDP) in Mexico is supporting a significant industrial policy shift, the 'Plan México,' focused on aligning climate action with equitable economic development. This initiative aims to reshore strategic value chains and boost national productive capacity through fiscal incentives and designated economic development zones (PODECOBI). The role is embedded within the UNDP's support to the Ministry of Economy's Subsecretariat of Industry and Commerce.

Job Purpose

This role is crucial for the successful implementation of Mexico's 'Plan México,' a green industrial policy aimed at reshoring value chains and fostering sustainable economic growth. The Specialist will lead and manage strategic projects, ensuring alignment with PODECOBI objectives and national development goals. The position involves coordinating with government entities, private sector partners, and other stakeholders to operationalize fiscal incentives and administrative facilities, while monitoring climate and social conditionality. The role contributes to piloting monitoring mechanisms, exploring mixed financing, and institutionalizing tools for a sustainable industrial transition, aligning with UN Cooperation Framework and UNDP Country Programme objectives.

Responsibilities

The Specialist will lead project planning, strategy development, and annual work plan formulation, ensuring effective implementation within defined timelines and budgets. This includes managing and supervising project execution, validating technical outputs, and providing direction to the project team. A key responsibility is fostering and maintaining strategic partnerships with government bodies, private sector entities, NGOs, and beneficiaries to ensure inclusive project execution and accurate objective interpretation. The role involves providing technical assistance to implementing partners, acting as a liaison between UNDP and partners, and supporting resource mobilization. Additionally, the Specialist will drive institutional sustainability and results scaling by developing capacity transfer strategies, documenting lessons learned, and communicating project progress. They will also support knowledge sharing, capacity building activities, and stay abreast of best practices in the field.

Work Experience

A minimum of five years of experience is required for candidates with a Master's degree, or seven years for those with a Bachelor's degree. This experience should include leading multidisciplinary teams, managing complex national-level projects, inter-institutional strategic communication, and building consensus with high-level stakeholders. Experience in regulatory, legislative, and legal analysis, as well as designing and evaluating project performance indicators, is also necessary.

Skills

Key skills include project management, strategic planning, partnership management, inter-institutional communication, negotiation, influence, effective decision-making, and knowledge facilitation. The role requires strong analytical capabilities, systemic thinking, and the ability to adapt and drive change. Experience in facilitating public-private dialogue and engaging with federal agencies, state governments, and international organizations is desirable.
