Organizational Context
The United Nations Development Programme (UNDP) in Brazil is partnering with the National Council of Justice (CNJ) on a project to strengthen cybersecurity and transparency within the Judiciary. This initiative aims to develop and implement tools and strategies for enhanced cybersecurity, digital preservation, and information integrity. The role of the Normative Intelligence and Regulatory Alert Associate is situated within the Compliance axis of this project, contributing to institutional improvement and strategic decision-making.
Job Purpose
The Normative Intelligence and Regulatory Alert Associate will support the project's Compliance axis by identifying regulatory changes, assessing their impacts, and producing alerts and recommendations to inform strategic decisions and strengthen normative governance. This role involves close collaboration with CNJ and UNDP teams to organize and disseminate critical information, thereby enhancing institutional capabilities. The associate will monitor national and international regulatory landscapes, analyze trends and risks, and ensure alignment with institutional needs. By structuring normative intelligence processes and managing knowledge repositories, the role directly contributes to the project's objective of fostering a more secure, transparent, and efficient judicial system, ultimately benefiting citizens and society through improved governance and resource utilization.
Responsibilities
The Normative Intelligence and Regulatory Alert Associate is responsible for monitoring and analyzing national and international regulatory changes relevant to the institutional context, identifying trends, risks, and potential impacts. This includes maintaining vigilance mechanisms for the regulatory environment. The role involves triaging, classifying, and prioritizing applicable norms and regulations, and developing criteria for their relevance. Key duties include structuring normative intelligence processes to support strategic decisions, organizing knowledge bases, and consolidating regulatory information. The associate will also prepare impact analyses, regulatory alerts, and executive reports for leadership, communicating identified risks and opportunities. Additionally, the role provides support for interpreting and applying norms, assessing operational implications, and contributing to the dissemination of normative knowledge. Collaboration on improving normative governance processes, standardization, and automation is expected, alongside supporting the generation and dissemination of strategic project information and lessons learned.
Work Experience
A minimum of 7 years of relevant professional experience is required with a High School Diploma, or 4 years with a University Degree. Experience should be in normative/regulatory intelligence, norm analysis and monitoring, compliance, governance, regulatory law, or related activities. Experience with IT office packages is also required.
Skills
Proficiency in IT office packages. Experience in analyzing and interpreting norms, regulations, and legal acts. Experience in auditing, evaluating, or reviewing cybersecurity controls, including assessing adherence, identifying gaps, and evaluating risks against recognized frameworks (e.g., NIST CSF, ISO/IEC 27001, CIS Controls). Experience in Regulatory Law, Public Law, and normative processes. Experience in producing critical analyses, comparisons, impact syntheses, and structured technical materials. Fluency in Portuguese is required; basic English is desirable.
