Organizational Context
UNDP Ukraine supports national and sub-national authorities in early recovery and economic resilience amidst the ongoing war. The Regional and Local Economic Development Programme (RLEDP) focuses on inclusive, gender-responsive local economic recovery, strengthening community resilience, and aligning with national and EU integration priorities. The Programme aims to enhance economic resilience through integrated local development solutions, improving livelihoods and access to decent work for vulnerable groups.
Job Purpose
The Programme Associate (NPSA-6) provides essential programme, administrative, logistical, and operational support to ensure the timely and compliant execution of activities within the Regional and Local Economic Development Programme (RLEDP) in Ukraine. This role is critical for the effective functioning of the programme, which aims to foster economic recovery and resilience in war-affected communities. The associate will contribute to the programme's objectives by facilitating daily operations, coordinating activities, and ensuring smooth administrative processes, thereby supporting UNDP's mission to advance economic revitalization and sustainable development in Ukraine.
Responsibilities
The Programme Associate will support day-to-day programme implementation and coordination, including tracking milestones and preparing necessary documentation. They will provide comprehensive administrative and logistical support for meetings, workshops, trainings, and field visits, managing arrangements and participant coordination. The role involves supporting official travel administration, processing travel requests, and managing related transactions in the ERP system. Additionally, the associate will assist with financial and procurement processes, including invoice processing, preparing requisitions, and monitoring expenditures. They will also manage programme assets, inventory, and fleet administration, ensuring records are up-to-date and procedures are followed. Finally, the role includes supporting programme reporting, knowledge management, and maintaining programme records and databases, with potential for translation duties.
Work Experience
A minimum of 6 years of progressively responsible experience in programme/project support, administrative support, or operations is required with a secondary education. This requirement is reduced to 3 years of experience if the candidate holds a Bachelor's degree. Experience with office software, databases, and ERP systems is essential, as is experience in maintaining programme documentation and records.
Skills
Proficiency in MS Office Suite (Word, Excel), databases, and ERP systems. Experience in programme documentation, database, and record management. Knowledge of project management principles, event management, ERP travel and expense modules, inventory management, vehicle management, and procure-to-pay processes. Fluency in English and Ukrainian is required.
