Organizational Context
The United Nations Development Programme (UNDP) in Ukraine is scaling up Mine Action interventions to address the severe challenges posed by the ongoing war. This project aims to enhance national capacity in Mine Action, establish normative frameworks, and link these efforts with sustainable development outcomes. The role of the Monitoring and Evaluation Analyst is crucial for strengthening and managing the project's monitoring and evaluation system to ensure targets are met.
Job Purpose
The Monitoring and Evaluation Analyst will play a vital role in supporting and managing the monitoring and evaluation (M&E) system for UNDP's Mine Action project in Ukraine. This position is essential for ensuring the project's effectiveness and accountability amidst the country's severe post-independence challenges, exacerbated by the ongoing war. The analyst will contribute to the Results-Based Management framework by refining M&E systems, planning and implementing monitoring activities, and ensuring data quality. By tracking progress, identifying deviations, and supporting evaluations, the role directly contributes to the project's success in enhancing national Mine Action capacity, establishing normative frameworks, and linking these efforts to sustainable development. The position also facilitates knowledge management and capacity building, ensuring lessons learned inform future interventions and promote best practices in humanitarian response.
Responsibilities
The Monitoring and Evaluation Analyst is responsible for ensuring the quality of Monitoring, Evaluation, Accountability, and Learning (MEAL) in humanitarian response. This includes supporting the refinement and maintenance of M&E frameworks aligned with Annual Work Plans and Results-Based Management. The role involves planning and implementing monitoring activities, preparing operational reports, and developing/implementing M&E plans to capture qualitative and quantitative data. The analyst will verify project intervention monitoring, identify deviations, and manage risk logs. They will coordinate the MEAL system, conduct surveys, apply evaluation tools, and manage routine data collection and entry into reporting systems. Additionally, the role supports the planning and implementation of evaluations, contributes to UNDP's Results-Oriented Annual Reporting (ROAR), and documents M&E information for various UNDP reporting systems. The analyst also facilitates knowledge management by integrating lessons learned and supports collaboration with various stakeholders on M&E issues.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Applicants with a Bachelor's degree must have a minimum of two years of relevant professional experience in monitoring, reporting, evaluation, research, or data management at the national or international level.
Skills
Proficiency in computers and office software packages. Demonstrated experience in collecting, analyzing, cleaning, and managing quantitative and qualitative data. Proven experience with corporate/project monitoring systems, reporting processes, and dashboards. Experience in fact-checking, proofreading, editing, and consolidating technical inputs. Strong coordination and communication skills for liaising with teams and partners. Experience in preparing data visualizations, summaries, and analytical notes. Experience with field monitoring, surveys, and data collection tools. Familiarity with Power BI or other data visualization tools. Experience with data management or analysis software (e.g., Power Query, SQL).
