Community Mobilization Officer, NPSA-9, DS-Poltava, National position
Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports poverty eradication, inequality reduction, and resilience building through three programme priorities. Since 2014, UNDP has been actively involved in emergency response and crisis management, supporting regional and local authorities and civil society. The Area-Based Recovery (ABR) Framework focuses on community recovery and development pathways, requiring a holistic, participatory, and inclusive approach.
Job Purpose
The Community Mobilization Officer will support the implementation of civic engagement and community-led recovery initiatives within the Area-Based Recovery (ABR) framework in Poltava oblast. This role involves conducting community assessments, facilitating participatory processes, and strengthening Community Engagement Working Groups (CEWGs). The officer will provide technical support to local actors, facilitate the reintegration of veterans, and contribute to capacity development activities. Key responsibilities include coordinating with stakeholders, ensuring inclusive participation of underrepresented groups, and supporting the mainstreaming of gender equality. The position requires regular duty trips to partner communities to ensure effective outreach, coordination, and monitoring of ABR initiatives, contributing to a whole-of-society approach to recovery and development.
Responsibilities
Implement civic engagement activities and support inclusive recovery initiatives by facilitating participatory processes, conducting community assessments, and strengthening Community Engagement Working Groups (CEWGs). Provide technical support to communities, local authorities, and civil society organizations for community-led initiatives, including veteran reintegration and capacity development. Ensure coordination, documentation, and reporting of activities, collaborating closely with ABR thematic teams for coherence and sustainability. Engage and coordinate with regional and local stakeholders, including administrations and civil society, to foster inclusive civic participation in recovery. Facilitate consultations and dialogue with diverse community groups, promoting the inclusion of veterans, youth, women, IDPs, and people with disabilities. Support communication between local stakeholders and higher-level institutions, ensuring community perspectives inform policy and planning. Provide coordination and operational support for smooth planning, implementation, and reporting. Liaise with UNDP programme teams, implementing partners, and service providers. Monitor implementation from a community and civic engagement perspective, documenting feedback and lessons learned. Assist with procurement processes and the organization of meetings and field missions. Ensure gender equality and women's empowerment are mainstreamed throughout all activities.
Work Experience
A minimum of two years of relevant experience (with a Master's degree) or four years (with a Bachelor's degree) in civic engagement, inclusive recovery, or community development is required. Experience with computers, office software packages (MS Word, Excel), and web-based management systems is necessary. Experience applying Human Rights-Based Approach or Area-Based Recovery approaches is desirable.
