Organizational Context
UNDP Bangladesh, part of the UN's development agency, has partnered with the government since 1972 to advance democratic governance, climate adaptation, environmental protection, and inclusive growth. The Nature, Climate, and Energy team focuses on sustainable economic development and a resilient environment, supporting climate action, resource management, and access to climate finance. This role sits within the Resilience and Inclusive Growth (RIG) Cluster.
Job Purpose
The Project Manager will strategically lead and adaptively manage the Inclusive Budgeting and Financing for Climate Resilience (IBFCR) phase II project. This involves overseeing planning, implementation, monitoring, and evaluation to achieve expected outputs and outcomes in line with the project document. The role requires close collaboration with UNDP operations, the Programme cluster, the National Project Director in the Finance Division, government officials, the private sector, and civil society organizations. The primary goal is to ensure the project effectively promotes climate-responsive public financial management by enhancing governance, improving tools, and strengthening institutional frameworks within Bangladesh, contributing to the country's climate resilience and sustainable development goals.
Responsibilities
Ensure results-based project management, including planning, implementation, monitoring, and evaluation, adhering to the project document and annual work plans. Manage financial and human resources in compliance with UNDP regulations, and oversee the project team's performance. Mitigate risks and execute adaptive management strategies. Ensure quality assurance processes and uphold UNDP's zero-tolerance standards for misconduct. Prepare and submit high-quality progress reports and facilitate project governance mechanisms. Oversee procurement and maintain project records. Provide technical oversight and quality assurance for project outputs. Develop and implement stakeholder engagement and partnership strategies, establishing strategic relationships with government, UN agencies, civil society, and development partners. Supervise consultants and experts, ensuring collaboration with other UNDP programs and promoting cross-cutting themes like gender equality and climate resilience. Support evidence-based advocacy, policy development, and stakeholder engagement, including capacity building for government counterparts. Manage knowledge creation, dissemination, and documentation of project results and lessons learned. Support resource mobilization by identifying funding sources and preparing proposals, while maintaining effective donor relations.
Work Experience
A minimum of two years of experience (with a Master's degree) or four years (with a Bachelor's degree) in Public Financial Management (PFM) and/or Climate Finance with key oversight institutions is required. Demonstrated experience in managing project activities, budgets, and work plans to achieve measurable results is essential. Experience leading and developing project teams is also required.
