Information Technology Analyst
Organizational Context
The Provincial and Local Governance Strengthening Programme (PLGSP) in Nepal, supported by UNDP, aims to build institutional, organizational, and individual capacity at all government levels, focusing on provincial and local governments. This role is within the Effective Governance department, contributing to the PLGSP's objective of fostering functional, sustainable, inclusive, and accountable governance structures across Nepal.
Job Purpose
The Information Technology Analyst will serve as the primary point of contact for IT systems, tools, and practices within provincial and local governments in Nepal. This role is crucial for developing and managing data essential for evidence-based planning and reporting, directly supporting the effective implementation of the Provincial and Local Governance Strengthening Programme (PLGSP). By providing technical support to local government IT teams and collaborating on e-governance initiatives, the analyst will enhance the capacity of these institutions to deliver inclusive and effective services, contributing to the overall goals of federalism and good governance in Nepal.
Responsibilities
The Information Technology Analyst will collaborate on implementing e-Governance, data management, and ICT solutions at provincial and local levels, offering strategic support and guidance. This includes assisting in planning PLGSP activities, developing and harmonizing ICT management tools, and sensitizing stakeholders on ICT and data management concepts. The role involves ensuring coordination and knowledge management by developing cross-learning systems, collaborating with relevant entities, and supporting the creation of training modules. Additionally, the analyst will oversee and assure quality on ICT and e-Governance work, monitor initiatives, analyze information, and provide helpdesk services. Finally, the position requires supporting the production of periodic reports by developing data consolidation systems and preparing relevant reports.
Work Experience
For candidates with a Bachelor's degree, a minimum of two years of relevant work experience in information and communication technology and e-governance is required, including experience with innovative strategies and tools in public service delivery. Experience with MS Office, web-based management tools, IT/e-Governance system development, and database management is also desired.
