SGP National Coordinator (Open to internal and external applicants)
Organizational Context
The Global Environment Facility (GEF) Small Grants Programme (SGP), implemented by UNDP, channels grants to non-governmental and community-based organizations for environmental conservation and sustainable livelihoods. The SGP operates globally, supporting local action to address environmental concerns and achieve Sustainable Development Goals. This role is based in Kiribati and reports to the Resident Representative and the SGP Regional Programme Specialist.
Job Purpose
The National Coordinator is responsible for overseeing the implementation of the GEF Small Grants Programme (SGP) at the country level in Kiribati. This involves managing the SGP Country Programme team, including direct supervision of the Programme Associate/Assistant, and coordinating the National Steering Committee. The role ensures the effective development and management of the SGP portfolio, aligning with national environmental priorities and global environmental benefits. Key contributions include fostering partnerships, mobilizing resources, facilitating knowledge management, and ensuring the efficient and impactful use of SGP resources to support community-based environmental initiatives and sustainable livelihoods.
Responsibilities
Oversee the implementation of the GEF Small Grants Programme (SGP) at the country level, reporting to the Resident Representative and SGP Regional Programme Specialist. Manage the SGP Country Programme team, including supervision, performance management, and fostering teamwork. Develop and implement annual work plans, budgets, and strategic initiatives. Ensure the formulation and execution of the Country Programme Strategy, managing grant allocations and country operating budgets while maintaining financial integrity. Exercise quality control over project development, monitor implementation progress, and conduct field visits for technical and operational support. Coordinate National Steering Committee meetings for project review and approval. Foster linkages between SGP and other GEF projects and development partners. Report on programme status, including financial and monitoring reports. Mobilize resources and build partnerships with government, donors, and other stakeholders. Facilitate knowledge management by documenting lessons learned and best practices, and support capacity building for grantees. Ensure effective monitoring and evaluation of programme results and impacts.
Work Experience
A minimum of 2 years of relevant professional experience (with a Master's degree) or 4 years (with a Bachelor's degree) in managing environmental or natural resource management projects/initiatives at national or local levels is required. Experience with computer software and web-based management systems is also necessary.
