Organizational Context

The United Nations Development Programme (UNDP) in Pakistan supports the government in addressing development challenges, focusing on governance, economic transformation, climate resilience, and gender equality. The Resilience, Environment and Climate Change Unit (RECCU) specifically addresses climate change impacts, including post-flood recovery. This role supports the flagship Flood Recovery Programme (FRP), which aims to restore housing, livelihoods, governance, and disaster preparedness capacities.

Job Purpose

This role provides strategic and analytical support for risk management and monitoring across the UNDP's Flood Recovery Programme (FRP) portfolio in Pakistan. The Project Risk Management and Monitoring Analyst will systematically track programme risks, conduct contextual and environmental analysis to identify trends, and inform mitigation measures for continuous improvement. The position supports the Monitoring and Evaluation (M&E) function by integrating risk data and lessons learned into M&E processes. The analyst will contribute to refining risk management strategies, tools, and systems, including risk-informed, conflict-sensitive programming and the Grievance Redress Mechanism (GRM), ensuring effective programme implementation through a proactive, evidence-based approach.

Responsibilities

Key responsibilities include maintaining and updating the programme-wide risk register, conducting regular analysis of contextual, conflict, and programme risks, and monitoring developments that may impact implementation. The role involves advising management and project teams on risk mitigation measures, supporting the integration of risk-informed and conflict-sensitive approaches, and escalating critical risks. The analyst will also manage and analyze the Grievance Redress Mechanism (GRM), identifying trends and recommending actions. Additionally, responsibilities include developing risk reports and dashboards, documenting lessons learned, contributing to the strengthening of risk management and GRM systems, and facilitating capacity-building sessions on risk management and GRM for programme personnel.

Work Experience

Applicants with a Master's degree require no specific professional work experience. Those with a Bachelor's degree must have at least two years of relevant professional experience in the development sector, project management, monitoring and evaluation, or risk management. Proficiency in computer use, office software packages, and web-based management systems is essential. Experience in preparing analytical reports and risk briefs is also required.
