Organizational Context

This Finance Associate role sits within the Innovation & Effectiveness department, supporting the Financial Resources Management Unit in the Country Office.

Job Purpose

The Finance Associate ensures the effective execution of financial services and processes within the UNDP Country Office in Pakistan, promoting transparent utilization of financial resources. This role supports the Financial Resources Management Unit by overseeing transactions, ensuring compliance with UNDP rules and regulations, and facilitating cost recovery measures. The incumbent will also assist in financial closure processes and contribute to knowledge building in financial management, fostering a collaborative and client-oriented approach to support the organization's development mandate.

Responsibilities

The Finance Associate is responsible for overseeing financial transactions within the FRMU portfolio, ensuring compliance with POPP, and verifying the accuracy of supporting documents and accounting fields. This includes coordinating with projects and GSSC to resolve transaction issues and monitoring aged accounts. The role also involves supporting effective cost recovery by coordinating data collection, ensuring timely billing and recovery from clients, and following up on settlements. Additionally, the Finance Associate assists in financial closure processes, rectifies errors in GL accounts, and coordinates with project finance staff for issue resolution. Facilitating knowledge building and sharing best practices in financial management is also a key duty.

Work Experience

A minimum of 6 years of progressive finance and accounting experience is required with a high school diploma, or 3 years with a bachelor's degree. Experience with computer software (MS Word, Excel), ERP financials, and database systems is essential. Knowledge of financial reviews, IPSAS/IFRS, and auditing is required. Experience with Oracle Cloud ERP, financial reporting, forecasting, and financial closure is desired.

Skills

Proficiency in financial transaction oversight, compliance with POPP, cost recovery, and financial closure. Strong knowledge of accounting principles, IPSAS/IFRS, and ERP systems. Competency in MS Office Suite (Word, Excel), advanced spreadsheets, and database management. Excellent communication and collaboration skills, with a client-oriented approach. Ability to plan, organize, and manage resources effectively.
