Organizational Context
The United Nations Development Programme (UNDP) in Benin seeks a Hydraulic Specialist for its Innovation & Effectiveness department. This role will be based in Cotonou and will report directly to the Operations Manager and Procurement Manager, collaborating closely with the Construction Project Support Unit. The position is crucial for supporting water and sanitation projects.
Job Purpose
The Hydraulic Specialist will provide expert assistance to the UNDP office and its projects in the evaluation, design, audit, and monitoring of water supply and borehole construction works. This includes developing technical specifications, preparing tender documents, validating proposals, and overseeing contractor selection and performance. The role ensures the effective design and implementation of hydraulic projects, offering quality advisory support and producing key deliverables such as technical specifications and final mission reports. The specialist will also contribute to the overall success of water, sanitation, and hygiene (WASH) initiatives within the country.
Responsibilities
Key responsibilities include assisting in the evaluation, design, audit, and monitoring of borehole and water supply works. This involves developing and amending technical specifications and electrical plans, preparing tender documents according to UNDP procedures, and validating tender documents for the recruitment of design and supervision consultants. The specialist will also validate tender documents for the supply and installation of hand pumps and borehole construction. They will provide advice and process monitoring, participate in pre-bid meetings, and organize preparatory meetings with selected contractors. Responsibilities extend to organizing periodic site visits, preparing progress reports, certifying contractor payments, and organizing final acceptance with UNDP representatives. The role also includes assessing existing installations for rehabilitation and ensuring compliance with standards, and undertaking any other tasks related to water and borehole projects.
Work Experience
A minimum of 7 years of proven experience in similar works (hydraulic projects) is required for Engineers, or 8 years for Master's degree holders. Relevant professional expertise in auditing, construction of water supply systems (AEV), and boreholes is essential. Experience in drafting Terms of Reference and supervising the construction of AEV and boreholes is also required.
Skills

Strong ability to prepare publications, reports, and presentations. Capacity for independent work with minimal supervision. Experience in managing complex initiatives and projects. Proficiency in computer use, office software (MS Word, Excel), and architectural plan production tools. Knowledge of collaboration with local contractors in the water and construction sectors. Excellent communication and networking skills. Experience with project monitoring for UN agencies, governments, NGOs, and international organizations. Fluency in French is mandatory, with English being an asset.
