Organizational Context

The United Nations Development Programme (UNDP) in Panama is a strategic partner, focusing on integrated solutions aligned with national priorities. It supports the management, implementation, and execution of over 40 projects across three programmatic areas: social/economic/environmental inclusion, governance/peace/human rights, and climate change/environmental management/disaster risk reduction. This role supports the INADEH 4.0 project, enhancing vocational training and institutional capacity.

Job Purpose

The Construction Supervision Assistant will strengthen the management of the INADEH's Engineering and Architecture Office. This role focuses on technical tasks related to project administration, requirements gathering, technical specifications, budget preparation, and the inspection/supervision of construction, reconstruction, demolition, repair, or renovation of infrastructure. The position supports the INADEH 4.0 project, aiming to improve vocational training quality and operational management. The assistant will ensure adherence to project plans, terms of reference, and contractual conditions, contributing to the efficient execution of infrastructure works and the overall goals of the INADEH project.

Responsibilities

Provide technical support for project administration, including gathering requirements, defining technical specifications, and preparing budgets for construction and renovation projects. Conduct site visits for verification and rectifications. Assist in drafting plans based on technical requirements and specifications. Support the supervision, inspection, and technical control of construction works, ensuring compliance with plans, terms of reference, and contracts. Monitor project timelines and execution, verifying materials, finishes, equipment, and systems. Ensure the proper use of resources, quality, and environmental sustainability. Evaluate contractor quality and safety plans, and ensure compliance with national construction regulations. Manage contractual and financial documentation, including generating account details and recommending approvals for payments, claims, and changes. Prepare weekly progress reports, incident reports, and final execution reports. Support knowledge sharing and capacity-building activities.

Work Experience

Minimum five years of experience (with secondary education) or two years (with a university degree) in construction inspection, supervision, or administration. Experience with Microsoft Office Suite, AutoCAD, and ideally BIM methodology is required. Experience in public sector entities in Panama and knowledge of Panamanian construction regulations are desirable.
