Organizational Context
The United Nations Development Programme (UNDP) in Pakistan works with government and civil society to address development challenges, focusing on governance, economic transformation, climate resilience, and gender equality. The Resilience, Environment and Climate Change Unit (RECCU) leads climate change adaptation and environmental mainstreaming projects. Following the 2022 floods, UNDP launched a Flood Recovery Programme (FRP) to support national rehabilitation efforts.
Job Purpose
The Project Engineering Analyst will play a crucial role in the planning, design, implementation, and monitoring of civil works projects under UNDP Pakistan's Flood Recovery Programme (FRP). This position is vital for ensuring the successful execution of infrastructure projects aimed at flood recovery and rehabilitation. The analyst will contribute to feasibility studies, design preparation, cost estimation, procurement support, and construction oversight, ensuring adherence to quality standards and project timelines. By managing third-party supervision firms and facilitating stakeholder communication, the role directly supports the FRP's objectives of restoring essential services, livelihoods, and disaster risk management capacities in flood-affected areas.
Responsibilities
The Project Engineering Analyst is responsible for the end-to-end management of civil works projects within the Flood Recovery Programme (FRP). This includes conducting site assessments, feasibility studies, and preparing detailed designs, Bills of Quantities (BoQs), and cost estimates. The role involves supporting procurement processes by preparing Terms of Reference and technical documentation, and evaluating bids. A key responsibility is overseeing contract management, monitoring construction progress, ensuring quality standards, and managing third-party supervision firms. The analyst will also verify contractor invoices, certify project completion, and contribute to knowledge management by archiving project documentation and facilitating training. This involves close collaboration with stakeholders, adherence to UNDP policies, and ensuring project deliverables meet scope, budget, and timeline requirements.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Applicants with a Bachelor's degree must possess a minimum of two years of relevant professional experience in building construction and civil works project management at the national or international level.
