Job Purpose
The Administration and Finance Analyst is responsible for the day-to-day financial management, administration, and operational support of a project under the guidance of the Project Manager. This role ensures the efficient and transparent utilization of financial resources, strict adherence to UNDP rules and regulations, and the integration of GESI and PSEA principles into all operational activities. The Analyst will manage financial operations, process payments, maintain internal controls, monitor budgets, prepare financial reports, and support audits. Additionally, the role involves managing programme budgets, implementing cost recovery mechanisms, and ensuring accurate financial forecasting and reporting. The position also contributes to knowledge building and sharing, facilitates partnerships, and supports capacity development initiatives for national entities, while ensuring effective administration and operations management, including procurement, recruitment, and travel coordination.
Responsibilities
Manage day-to-day financial operations, ensuring compliance with UNDP rules, regulations, and procedures. Process payments, disbursements, and travel claims accurately using the UNDP ERP system. Maintain robust internal expenditure controls, monitor financial exception reports, and propose corrective actions. Continuously monitor project budgets and expenditures in collaboration with the Project Manager, conducting financial analysis and supporting forecast preparation. Prepare timely financial statements, bank reconciliations, and consolidated reports for stakeholders. Support funding requests, grant negotiations, and facilitate programme audits and investigations, ensuring implementation of audit recommendations. Conduct field visits to monitor financial compliance of implementing partners. Prepare, monitor, and revise programme budgets in ERP systems, ensuring alignment with work plans. Implement cost recovery mechanisms and maintain internal controls for accurate budget coding. Analyze budget delivery and expenditure variances, prepare budget reviews, and provide justifications for reallocations. Prepare accurate cash flow forecasts and monitor donor contributions. Finalize financial sections of progress reports and disbursement requests according to donor timelines. Manage bank transfers, cash receipts, and maintain an audit-ready filing system for finance records. Facilitate knowledge building and sharing on financial management and oversight through training and participation in relevant networks. Ensure effective administration and operational management, including procurement coordination, recruitment support, travel arrangements, and event organization. Maintain project asset and inventory records, and ensure effective records management. Coordinate with UNDP operations units for administrative support and identify operational risks. Ensure GESI considerations are integrated into all project operations and administrative processes.
Work Experience
A Master's degree holder is not required to have professional work experience. A Bachelor's degree holder requires a minimum of two years of working experience in administration and finance. Experience managing donor-funded projects, supporting audits, financial reporting, budget preparation, and using ERP systems is desirable.
