Delivery And Performance Specialist (open To Internal And External Applicants)
Organizational Context
The United Nations Development Programme (UNDP) in Bhutan supports the Royal Government's national priorities, including the 13th Five Year Plan and the 21st Century Economic Roadmap. A dedicated Delivery Unit (DU) has been established under the Prime Minister's Office to drive the implementation of these ambitious economic development goals. This role is embedded within the DU, reporting to both UNDP and the DU leadership.
Job Purpose
This role serves as the central engine for the Delivery Unit's performance management and analytical functions. The specialist will translate the ambitious '10X' economic growth targets into measurable Key Performance Indicators (KPIs), real-time dashboards, and structured delivery routines. The primary objective is to enable evidence-based decision-making by the National Steering Committee and senior government officials, ensuring effective implementation of the 21st Century Economic Roadmap and accelerating Bhutan's journey towards high-income status. The role supports tracking progress, identifying bottlenecks, and providing insights for real-time course correction.
Responsibilities
The Delivery and Performance Specialist will lead the design, operation, and continuous improvement of the Delivery Unit's performance management system. This includes developing and implementing a framework with KPIs, milestones, and scorecards for priority projects. The specialist will build and maintain live dashboards and visualization tools (e.g., Power BI, Tableau) to track project progress, establishing data pipelines with relevant agencies for timely and accurate data flow. They will conduct data analysis to identify implementation bottlenecks and risks, proposing evidence-based solutions. Additionally, the role involves organizing and facilitating structured delivery routines, supporting annual evaluations, and contributing to knowledge sharing and capacity building initiatives. Ensuring gender-responsive analysis and programming is also a key responsibility.
Work Experience
A minimum of 5 years of professional experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required in performance management, data analytics, or project management. Experience in delivery units or similar high-performing teams is an asset.
Skills
Proven experience in performance management, KPI design, and dashboard development (Power BI, Tableau). Strong quantitative and analytical skills. Experience in designing performance frameworks and monitoring systems. Ability to facilitate problem-solving sessions. Familiarity with delivery science methodologies is advantageous.
