The EU Green Economy Partnership with the Philippines (GEPP) is a €60 million initiative running from 2023-2028, funded by the European Union. It aims to foster a circular economy, reduce plastic waste, improve energy efficiency, and promote renewable energy. Implemented by UNDP Philippines in collaboration with national and local government units (LGUs), the private sector, and civil society, the program focuses on sustainable and inclusive growth through investments, technology transfer, and job creation. This role is part of the Green LGUs Project (SO2), co-led by UNDP and DILG, enhancing circular economy practices at the local level.
Job Purpose
This LGU and Stakeholder Engagement Specialist role is crucial for the EU Green Economy Partnership with the Philippines (GEPP), specifically within the Green LGUs Project (SO2). The purpose of this position is to lead and coordinate all LGU and stakeholder engagement activities, ensuring the effective implementation of circular waste economy practices. The specialist will work closely with local government units, the private sector, and civil society organizations, with a focus on youth and gender equality, to foster collaboration and drive sustainable development. This role directly supports two Tier 1 LGU partners and contributes to the overall objective of promoting a green economy and circularity in the Philippines, aligning with UNDP's mandate for sustainable and inclusive growth.
Responsibilities
The LGU and Stakeholder Engagement Specialist will lead and oversee day-to-day project activities, ensuring effective and timely delivery. Key responsibilities include providing technical support and capacity building to LGUs on circular economy initiatives, including scoping, stakeholder mapping, and developing engagement plans. The role involves co-designing circular economy interventions, identifying technical and financial support schemes, and providing guidance for local-level activities. The specialist will also conduct assessments, reviews, and contribute to innovative project instruments. Crucially, the role requires leading the identification and mapping of key stakeholders, including vulnerable groups, and cultivating strong relationships with national and local governments, CSOs, academia, and the private sector. This includes coordinating project output implementation, representing the project at relevant events, and ensuring smooth coordination between the project team and LGUs. Furthermore, the specialist will manage LGU and stakeholder activities, ensuring work plans and budgets align with objectives, supporting the empowerment of local groups, and overseeing project operations, including procurement and financial management. The role also involves facilitating knowledge sharing, capacity building, and advocacy, as well as monitoring project activities at the LGU level, reporting on progress, and managing risks.
Work Experience
A minimum of 5 years of professional experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required, focusing on working with Local Government Units (LGUs) and stakeholders in environmental management, sustainable urban design, local development planning, budgeting, and policy development. Experience in project management within local government settings in the Philippines, multi-stakeholder coordination, and report writing is also necessary.
