Organizational Context
The United Nations Development Programme (UNDP) in Mali is seeking a Climate Change Sector and Policy Specialist. This role supports the technical supervision, revision of the National Adaptation Plan (PNA), development of sectoral adaptation plans, and strengthening institutional capacities for climate governance. The position is based in Bamako and operates within the framework of the UNDP/GCF Readiness program, collaborating closely with the National Designated Authority (AEDD).
Job Purpose
The Climate Change Sector and Policy Specialist will play a crucial role in enhancing Mali's capacity to adapt to the intensifying impacts of climate change. This involves providing technical expertise for the revision of the National Adaptation Plan (PNA) and the development of sector-specific adaptation plans (e.g., agriculture, water, health, energy). The specialist will also focus on strengthening institutional coordination and governance mechanisms for climate adaptation. A key objective is to ensure that adaptation strategies are evidence-based, integrated, and capable of mobilizing significant climate finance, particularly from the Green Climate Fund (GCF), aligning with Mali's Vision 2063 and national development strategies. The role contributes to building resilience and sustainable development in a country highly vulnerable to climate-related hazards.
Responsibilities
Provide technical support and advice for the formulation and revision of sectoral adaptation plans (agriculture, water, health, energy, etc.). Oversee the overall technical supervision and support for the PNA coordination committee to lead the PNA process and ensure national and local ownership. Advise on institutional coordination between sectoral ministries and national/sub-national levels. Review the institutional framework for planning, budgeting, and integrating climate change adaptation into national, sectoral, and local processes, including GCF national coordination. Collaborate with the National Designated Authority (AND) and sectoral ministries to validate data and recommendations. Support capacity building for technical services in producing fine-resolution climate scenarios and modeling climate impacts. Contribute to the monitoring, evaluation, and quality review of deliverables, preparing technical notes and reports. Support capacity building activities for climate finance. Oversee the prioritization of national and sectoral adaptation options and the development of guidelines for integrating climate change at the local level. Conduct an inventory of climate finance needs for adaptation across sectors and contribute to concept notes for adaptation project financing. Support the development of strategies for promoting investment in climate change adaptation. Integrate cross-cutting dimensions such as gender, social inclusion, peace, and security into plans and strategies. Ensure the quality of project deliverables and support supervision of regional and intersectoral consultations. Lead knowledge and capacity-building activities, identifying needs and opportunities for training and best practice documentation.
Work Experience
A minimum of five years of professional experience in climate change adaptation, policy development, or a related field is required. Experience in project management, capacity building, and stakeholder engagement within the context of climate change initiatives, particularly in developing countries, is essential. Experience with international organizations like the UNDP and familiarity with climate finance mechanisms (e.g., GCF) is highly desirable.
