Organizational Context
The United Nations Development Programme (UNDP) in Mali is seeking a Climate Change Sector and Policy Specialist. This role supports the revision of the National Adaptation Plan (NAP), development of sectoral adaptation plans, and strengthening institutional capacities for climate governance. The position operates within the framework of the UNDP/GCF Readiness Programme, aiming to enhance national capabilities for accessing climate finance and implementing adaptation actions.
Job Purpose
The Climate Change Sector and Policy Specialist will provide technical support for the revision of Mali's National Adaptation Plan (NAP) and the development of sectoral adaptation plans. The role is crucial for strengthening national institutional capacities in climate governance, aligning adaptation strategies with national development visions, and improving the country's ability to mobilize climate finance. By enhancing planning, coordination, and resource mobilization, the specialist will contribute to building Mali's resilience to climate change impacts, ensuring that adaptation efforts are integrated, effective, and sustainable, and ultimately supporting socio-economic development and reducing vulnerability.
Responsibilities
Key responsibilities include providing technical advice and support for the formulation and revision of sectoral adaptation plans (e.g., agriculture, water, health, energy). The specialist will oversee the technical aspects of the NAP coordination committee, advise on institutional coordination between ministries and different governance levels, and review the institutional framework for climate change adaptation planning and budgeting. This involves collaborating with national authorities to validate data, supporting capacity building for climate modeling, and ensuring the quality of project deliverables. Additionally, the role involves supporting capacity building for climate finance, prioritizing adaptation options, identifying financing needs, contributing to concept notes for adaptation projects, and developing strategies for climate adaptation investment. The specialist will also ensure the integration of cross-cutting dimensions like gender and social inclusion into strategies and facilitate knowledge sharing and capacity development activities.
Work Experience
A minimum of five years of professional experience in climate change adaptation, policy development, or environmental management is required. Experience working with national governments, international organizations, or in developing countries, particularly in the Sahel region, is highly desirable. Proven experience in project management and stakeholder engagement is also essential.
