The United Nations Development Programme (UNDP) in Congo-Brazzaville is implementing the Rural Electrification Project (PEZOR) to address the significant electricity access deficit, particularly in rural areas. The project aims to create conditions for integrated community development through sustainable energy solutions, focusing on off-grid electrification using renewable resources like solar and hydropower, in collaboration with the private sector.
Job Purpose
The Analyst (Project Manager) for the Rural Electrification Project (PEZOR) will be responsible for the planning, operational implementation, technical and administrative management, and monitoring of the project. This role provides expert technical advice and strategic guidance to the UNDP Resident Representative and the Ministry, ensuring the project's smooth execution and alignment with government needs and financial partner requirements. The position focuses on achieving key results in project activities, administrative and financial management, technical advisory services, partnership building, communication, knowledge management, and capacity building, ultimately contributing to improved energy access and socio-economic development in rural Congo.
Responsibilities
The Analyst (Project Manager) will lead project activities and ensure the achievement of objectives and results. This includes coordinating the development and implementation of annual work plans, overseeing procurement, human resources, communication, and risk management plans. The role involves establishing monitoring systems, managing high-quality progress reports for stakeholders, and organizing steering committee meetings. Financial and administrative management is crucial, encompassing budget monitoring, ensuring compliance with UNDP and donor regulations, and managing contracts and financial commitments. The position also requires coordinating project staff, technical teams, and consultants, providing performance feedback, and conducting staff evaluations. Furthermore, the role involves providing high-quality technical advice, fostering strategic dialogue with government officials, and ensuring technical outputs meet strict standards. Capacity building, knowledge management, and communication are key, with an emphasis on introducing innovations, promoting best practices, and facilitating information sharing and collaboration among project stakeholders.
Work Experience
A minimum of 2 years of relevant professional experience with a Master's degree, or 4 years with a Bachelor's degree, is required in project management or environmental/natural resource management, or in energy/infrastructure project management and coordination at the national or local level. Experience in progressively higher responsibility roles in project/programme management, international and/or national experience, and proven experience with UNDP project management are desirable.
