In the Republic of Congo, the UNDP supports the Rural Electrification Project (PEZOR), addressing a significant electricity access deficit, particularly in rural areas. PEZOR focuses on sustainable energy solutions, including off-grid electrification using renewable resources like solar and hydropower, to foster integrated community development.
Job Purpose
The Analyst for the Rural Electrification Project (PEZOR), also known as the Project Manager, is responsible for the planning, operational implementation, technical and administrative management, and monitoring of the PEZOR initiative. This role provides expert technical advice and strategic guidance to the UNDP Resident Representative and the Ministry, ensuring the project's smooth execution and alignment with government needs and financial partner requirements. The purpose is to achieve project objectives and results, focusing on delivering sustainable energy access in rural areas, thereby contributing to socio-economic development, job creation, and improved access to basic services, including digital services, for over a million inhabitants.
Responsibilities
The Project Manager will lead project activities and ensure the achievement of objectives and results. This includes coordinating the development and implementation of annual work plans, overseeing procurement, human resources, communication, and risk management plans. The role involves establishing appropriate monitoring systems, managing high-quality progress reports for stakeholders, and organizing steering committee meetings. Financial and administrative management is crucial, encompassing budget monitoring, ensuring compliance with UNDP and donor regulations, and managing contracts and financial commitments. The position also requires coordinating project staff, technical teams, and consultants, setting performance standards, and providing guidance. Furthermore, the role involves ensuring the delivery of high-quality technical outputs, facilitating strategic dialogue with government officials, and promoting knowledge management, capacity building, and communication of project advancements.
Work Experience
A minimum of 2 years of relevant professional experience with a Master's degree, or 4 years with a Bachelor's degree, is required in project management or environmental/natural resource management initiatives, or in energy/infrastructure project management and coordination at national or local levels. Experience in progressively higher responsibility roles in project/program management internationally or nationally is desirable. Proven experience with UNDP project management, results-based management, and working with diverse stakeholders (NGOs, CSOs, governments) is also advantageous.
