National Consultant - Baseline Profiling and Capacity Needs Assessment
Organizational Context
UN Women in Tanzania supports gender equality and women's empowerment, working with government and civil society to advance women's leadership, economic empowerment, end violence against women, and promote women's participation in peace and security. This role supports the implementation of the National Action Plan on Women, Peace and Security (TNAP-WPS) by conducting a baseline profiling and capacity needs assessment in eight priority regions.
Job Purpose
The National Consultant will conduct an integrated baseline profiling and capacity needs assessment to understand the current landscape of Women, Peace and Security (WPS) implementation at regional and local levels in Tanzania. The purpose is to generate evidence on institutional readiness, community structures, and coordination mechanisms, identifying gaps and proposing actionable recommendations and a capacity-strengthening plan. This will support the effective localization and sustained implementation of the TNAP-WPS, aligning with national development frameworks and ensuring gender-responsive peace, security, and resilience interventions.
Responsibilities
The consultant will conduct a comprehensive baseline profiling and capacity needs assessment for the TNAP-WPS in eight priority regions. This involves a thorough document review of relevant national and regional plans, policies, and existing WPS initiatives. The consultant will map WPS actors, systems, and coordination mechanisms, documenting contextual risks, conflict dynamics, and gender-specific vulnerabilities. A key responsibility is assessing the institutional, technical, and human resource capacities of various structures, including security organs, Local Government Authorities (LGAs), gender desks, peace clubs, and women's networks. Stakeholder consultations through interviews and focus group discussions will be conducted with regional and local authorities, security forces, community leaders, and civil society organizations. The assessment will identify skills and knowledge gaps in gender mainstreaming and propose a capacity-building plan with actionable recommendations for integrating WPS into local development plans and operational systems.
Work Experience

Proven experience in conducting capacity assessments, institutional analysis, or WPS-related research is essential.
