Job Purpose
This consultancy aims to support Jamaica in developing a national care policy and roadmap by conducting a comprehensive National Care Systems Assessment. The role will generate evidence on the current care architecture, identify policy and service gaps, and provide actionable recommendations. The assessment will focus on advancing gender equality, decent care work, climate resilience, and inclusive social protection, aligning with national development plans and international commitments. Responsibilities

This includes mapping care actors, services, and financing mechanisms, and analyzing how care responsibilities and access to services differ across various demographics, including by sex, age, disability, and exposure to disaster risk. A key focus will be analyzing the gendered impacts of climate-related shocks on care needs and infrastructure, and identifying opportunities to implement the '6Rs' framework for decent care work. The consultant will also engage stakeholders through consultations and develop actionable recommendations and a roadmap for strengthening the national care system.
