International Consultant to Facilitate the 2026 UNCT-SWAP Gender Equality Scorecard Comprehensive Assessment in Azerbaijan

UN Women is dedicated to gender equality and the empowerment of women. The UNCT-SWAP Gender Equality Scorecard is a UN system-wide framework for assessing and strengthening gender mainstreaming within UN Country Teams. UN Women Azerbaijan is seeking an International Consultant to facilitate the 2026 comprehensive UNCT-SWAP assessment, aligning with the United Nations Sustainable Development Cooperation Framework.
Job Purpose
This role supports the UNCT Azerbaijan in conducting a comprehensive UNCT-SWAP Gender Equality Scorecard assessment for 2026. The International Consultant will provide technical guidance, analytical support, and facilitation to the Inter-Agency Assessment Team (IAT). The purpose is to assess the UNCT's performance in mainstreaming gender equality and women's empowerment, identify gaps, and develop a GEAP-aligned Action Plan. This assessment is crucial for establishing a baseline for the new Cooperation Framework and enhancing accountability for gender equality within the UN system in Azerbaijan.
Responsibilities
The International Consultant will review UNCT-SWAP technical guidance and previous assessment reports. They will analyze Azerbaijan-specific evidence for 15 Performance Indicators, including UNSDCF and other relevant UN documents. Key tasks include preparing an inception note and workplan, orienting the IAT, and supporting evidence review and analysis. The consultant will facilitate technical discussions to achieve consensus on ratings and corrective actions. They will draft the comprehensive report and a GEAP-aligned Action Plan, ensuring it includes clear actions, responsibilities, and timelines. Finally, the consultant will prepare platform-ready inputs, incorporate feedback, and support the finalization of the report package for submission.
Work Experience
Requires at least 7 years of relevant professional experience in gender equality, gender mainstreaming, UN coordination, results-based management, or institutional accountability. Demonstrated experience facilitating UNCT-SWAP assessments is essential. Experience with Cooperation Framework processes, inter-agency reporting, and facilitating inter-agency consultations is also required. Experience in evidence review, gender data analysis, and report drafting is necessary.
