Organizational Context

UN Women's Regional Area of Women, Peace, Security and Humanitarian Action (WPS-HA) in Latin America and the Caribbean supports country offices in strengthening women's leadership in peace, security, and humanitarian action. This role focuses on advancing gender-responsive approaches to crises, recovery, and resilience, providing technical assistance and implementing regional initiatives to enhance women's participation and protection.

Job Purpose

The Programme Specialist provides specialized technical expertise and programme implementation support for UN Women's Humanitarian Action and Humanitarian-Development-Peace Nexus portfolio in Latin America and the Caribbean. The role focuses on resilience, preparedness, response, and disaster risk reduction, aiming to strengthen and position these agendas across the region. It involves supporting the design, implementation, monitoring, and scaling up of gender-responsive programmes and initiatives, offering strategic and technical guidance to country offices and regional stakeholders in crisis-affected contexts, and promoting synergies with the Women, Peace, and Security agenda.

Responsibilities

The Programme Specialist is responsible for designing and formulating strategies, programmes, and projects related to humanitarian action, resilience, recovery, and disaster risk reduction, ensuring gender-responsive and conflict-sensitive approaches. This includes coordinating the technical implementation of assigned programmes, providing guidance to partners, and adapting initiatives to evolving humanitarian contexts. The role involves providing specialized technical advice, supporting capacity-building for partners, and building strategic partnerships with governments, donors, and civil society to advance the humanitarian action and resilience agenda. Additionally, the Specialist will contribute to resource mobilization, inter-agency coordination, and the development of knowledge products and advocacy strategies.

Work Experience

A minimum of 5 years of progressive experience in programme/project design, implementation, monitoring, and management, with a focus on humanitarian action, crisis response, or resilience programming. Demonstrated experience in gender-responsive humanitarian programming, programme implementation with multiple stakeholders, and in areas such as disaster risk reduction, preparedness, response, or recovery is required. Experience in applying Humanitarian-Development-Peace Nexus approaches and working at a regional level is desirable.
