UN Women PNG Country Office operates under its 2024-2028 Strategic Note, focusing on women's leadership, economic empowerment, ending violence against women, and women in peace and security. The office aims to eliminate discrimination and achieve gender equality, with a specific focus on strengthening informal economy markets, improving working conditions for women traders, and enhancing access to finance and business skills.
Job Purpose
This consultancy role is to lead the design of UN Women's women's economic empowerment strategy in Papua New Guinea, aligning with the UN Sustainable Development Cooperation Framework. The consultant will focus on developing initiatives for business development, women's financial inclusion, and social protection. A key aspect of the role involves fostering partnerships with government, UN organizations, the private sector, financial institutions, and civil society to advance gender equality and women's economic participation, addressing structural and cultural barriers.
Responsibilities
The consultant will design and develop a comprehensive Women's Economic Empowerment programme strategy, including a brief and presentation package. This involves mapping existing UN Women projects, identifying intervention opportunities, and conducting stakeholder consultations. A critical deliverable is the development of a private sector engagement strategy and partnership framework to advance gender equality and women's economic empowerment, potentially establishing platforms for dialogue. Additionally, the consultant will analyze and propose gender financing models tailored to PNG, covering various instruments and mechanisms, and provide a detailed report with implementation frameworks and resource mobilization recommendations.
Work Experience
A minimum of 5 years of progressive work experience at the national or international level in designing, planning, implementing, monitoring, and evaluating development projects is required. Technical experience in informal economy engagement, SME development, and financial inclusion is essential. Experience in developing contexts, coordinating with government agencies or donors, working within the UN system, and leading teams are considered advantageous.
