Consultant on Care Economy and Gender-Transformative Care Programming
Organizational Context
UN Women's Knowledge and Partnerships Centre in the Republic of Korea, established in 2022, aims to advance gender equality across Asia and the Pacific. It focuses on developing strategic partnerships, facilitating cross-country learning, and capacity development. For 2025-2026, the Centre prioritizes transforming care systems and tackling technology-facilitated gender-based violence, aligning with the 2030 Agenda.
Job Purpose
This consultancy aims to support policymakers with tools and guidance for designing gender-responsive policies and practices to create an enabling environment for transforming care systems. The consultant will develop evidence-based guidance and practical tools for gender-transformative care programming. This involves reviewing standards for care services, identifying required skills for paid care occupations, and developing a gender-transformative checklist for care programming, contributing to the TransformCare Investment Initiative (TCII) and advancing women's economic empowerment.
Responsibilities
The consultant will conduct an inception meeting to align expectations and develop a workplan. Key tasks include a desk review of standards and operational guidance for childcare, eldercare, and disability care services to identify good practices and gaps. The consultant will also review and analyze competency frameworks, training programs, and certification systems for paid care workers, assessing implications for workforce development. Analysis of selected country practices in the Asia-Pacific region will inform lessons learned. Based on these findings, the consultant will develop a gender-transformative care systems assessment framework, checklist, and guidance note aligned with the TCII. Deliverables include annotated outlines, draft reports, and final knowledge products, including PowerPoint presentations for dissemination and capacity building.
Work Experience
A minimum of 5 years of progressively responsible professional experience in gender equality, care economy/policy, social protection, or related fields is required. Excellent English writing skills are essential. Experience in the intersection of care and migration, UN processes, and managing diverse stakeholders is a strong asset.
