Organizational Context

UN Women Ukraine Country Office, established in 2015, operates in Kyiv with a sub-office in Dnipro. It supports national, regional, and local partners, including women's civil society organizations, to advance gender equality. The office focuses on gender analysis, mainstreaming gender in policies, and supporting institutional capacities. Programming aligns with the UN Women Strategic Plan 2025-2029, addressing peace, justice, strong institutions, and inclusive economic recovery, with a focus on leadership, governance, WPS, women's economic empowerment, and humanitarian response.

Job Purpose

The Programme Management Specialist, reporting to the Deputy Representative, is responsible for overseeing the management, development, implementation, monitoring, and reporting of UN Women's programs in Ukraine. This role involves managing human and financial resources, providing technical support, ensuring progress against results frameworks, monitoring financial performance, and developing partnerships and resource mobilization strategies. The specialist will also lead knowledge management efforts, contributing to the Country Office's Strategic Note outcomes and the broader UN Women Strategic Plan, particularly in the context of the ongoing humanitarian crisis and recovery efforts.

Responsibilities

The Programme Management Specialist will advise and guide the development of Country Office programs, including design and formulation. They will review ongoing projects, provide technical advice on program planning and implementation systems, and evaluate proposals while overseeing donor reports. Key duties include providing technical support for program implementation, assessing annual work plans for compliance, analyzing budgets, and overseeing quality control and monitoring. The specialist will gather information for progress reports, support audits, and conduct results-based management training. They will also manage budgets, lead teams, conduct performance reviews, and ensure effective communication. Additionally, the role involves contributing to partnership development and resource mobilization strategies, analyzing donor information, and identifying cooperation opportunities. Leading knowledge building and sharing efforts by synthesizing best practices and lessons learned is also a core responsibility.

Work Experience

A minimum of 7 years of progressive experience in programme management is required, encompassing design, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in gender-related areas is desirable. Essential experience includes setting priorities, managing budgets and work plans, and program development. Experience leading and coaching staff, using computer office software (MS Word, Excel), and handling web-based management systems is also required. Experience with an ERP system like Oracle Cloud is desirable.
