National Consultant - Humanitarian Specialist
Organizational Context
UN Women's Pacific Multi-Country Office, based in Suva, Fiji, covers 14 Pacific Island countries. The office focuses on women's governance, economic empowerment, ending violence against women, and climate/humanitarian action. The region is highly vulnerable to natural disasters, and this role supports gender-responsive humanitarian preparedness and response, aiming to address inequalities and build resilience for women and girls in crisis.
Job Purpose
The Humanitarian Specialist will manage the development and implementation of UN Women's humanitarian programmes in the Pacific region. This involves providing capacity building to country offices, establishing and strengthening partnerships with stakeholders, and developing knowledge products on gender, protection, and humanitarian response. The role aims to enhance gender-responsive humanitarian action, strengthen comprehensive protection and livelihood support for crisis-affected women and girls, and amplify their voices and leadership during emergencies, contributing to UN Women's mandate in peace, security, and development.
Responsibilities
The National Consultant - Humanitarian Specialist will manage the humanitarian action programme by leading proposal development, coordinating work plan activities, and overseeing monitoring and reporting. They will provide capacity building and technical support to country offices and partners on gender-responsive humanitarian action. The role involves strengthening strategic partnerships with stakeholders, donors, and regional actors, and contributing to resource mobilization. Additionally, the specialist will manage advocacy efforts through inter-agency coordination, including participation in cluster meetings and mainstreaming gender in disaster preparedness and response. They will also lead advocacy and communication for humanitarian action and manage knowledge building and sharing of lessons learned and best practices.
Work Experience
Requires at least 5 years (with Master's) or 7 years (with Bachelor's) of progressive experience in designing and managing humanitarian programmes, focusing on gender and protection in emergencies. Experience in inter-agency coordination, policy analysis, strategic planning, and partnership building with governments, donors, and civil society is essential. Experience with the UN, in the region, or with knowledge of the Pacific is an asset. Proficiency in computer and office software is required.
