International Consultant, Provide Technical Support on Women’s Entrepreneurship Ecosystem Assessment and Private Sector Skills Needs Mapping

UN Women in Uzbekistan works to advance gender equality and women's empowerment, aligning with national strategies and the UN's global plan. The project focuses on creating an inclusive economic environment for women, addressing gender stereotypes, and enhancing their participation in the economy and labor force. This involves promoting gender equality in the workplace, supporting entrepreneurship, and strengthening access to education and training.
Job Purpose
This consultancy aims to provide technical expertise for assessing Uzbekistan's women's entrepreneurship ecosystem and mapping private sector HR and skills needs. The goal is to generate evidence-based recommendations to inform gender-responsive programming, skills development, and private sector engagement under the Women's Economic Empowerment Project. The consultant will lead data collection, analysis, and report writing, ensuring the findings contribute to improving the environment for women's entrepreneurship and decent job creation.
Responsibilities
The International Consultant will lead the assessment of the women's entrepreneurship ecosystem and the mapping of private sector HR and skills needs in Uzbekistan. This includes conducting a desk review of relevant research and policies, providing methodological guidance for primary data collection (key informant interviews, focus groups, surveys with women entrepreneurs), and ensuring data quality. The consultant will analyze evidence to identify gaps, good practices, and develop evidence-based recommendations. Responsibilities also include writing the assessment report, preparing a presentation for stakeholder validation, and finalizing the report based on feedback. The consultant will work under the supervision of the UN Women Programme Analyst and in close cooperation with a National Consultant.
Work Experience
A minimum of 10 years of demonstrated experience is required in socio-economic studies related to women's economic empowerment, entrepreneurship, labor market analysis, or skills development. Proven experience in conducting legal reviews, skills needs assessments, and working with public institutions, private sector, and CSOs on women's economic empowerment is essential. Experience in gender-responsive policy reviews and applying gender-based approaches is also necessary.
