Organizational Context

This role is with UN Women, specifically within the Governance and National Planning department in Viet Nam. The position focuses on providing technical support to review and update the National Strategy on Gender Equality (2021-2030), contributing to the advancement of gender equality and women's empowerment within the country.

Job Purpose

The purpose of this consultancy is to provide expert technical support to the Ministry of Home Affairs (MOHA) in Viet Nam for the review and update of the National Strategy on Gender Equality (NSGE) 2021-2030. The role aims to assess the strategy's implementation, identify gaps, and develop recommendations to strengthen its objectives, targets, indicators, and monitoring framework. This will ensure the strategy remains relevant and effective in the current national context, aligning with government priorities and Viet Nam's international commitments, ultimately contributing to enhanced gender equality and women's rights.

Responsibilities

The consultant will conduct a comprehensive review of existing national reports and data to assess the implementation progress, results, and gaps of the NSGE against its objectives and milestones. This includes analyzing recent government policy priorities for relevance and coherence with the strategy. The role involves reviewing other legal documents and international commitments, such as CEDAW and SDGs, to identify discrepancies. Key tasks include proposing policy adjustments to align with the evolving national context and international obligations, and developing recommendations for a strengthened results and monitoring framework with clear indicators, baselines, targets, data sources, and institutional responsibilities. The consultant will produce a technical review report and final recommendations for updating the NSGE and its monitoring framework, incorporating feedback from stakeholders.

Work Experience

A minimum of 15 years of professional experience in gender equality and gender-responsive public policy, specifically within Viet Nam, is essential. This includes strong quantitative and qualitative analytical skills, experience in designing results frameworks and monitoring systems for national strategies, and a proven track record in preparing analytical reports and policy recommendations for the Vietnamese context. Familiarity with the NSGE, CEDAW, and prior work with government agencies or international organizations on gender reforms is also crucial.

Skills

Excellent analytical, research, and drafting skills. Ability to synthesize complex information into clear, evidence-based findings and recommendations. Strong facilitation and presentation skills. Strong communication skills in English. Familiarity with Viet Nam’s legal and policy context on gender equality is highly desirable.
