The WE RISE Together (WRT) project in the Mekong subregion aims to expand market access for women-owned and gender-responsive enterprises through gender-responsive procurement.

Job Purpose

This role supports the WE RISE Together (WRT) project by conducting a diagnostic assessment of data ecosystems in Thailand to improve the production of business statistics. The consultant will identify challenges and opportunities for integrating gender, disability, and intersectionality into business statistics and gender-mainstreaming within statistical production. The work will inform practical reform pathways for strengthening data governance, interoperability, and administrative coordination, contributing to gender-responsive procurement, SME development, and digital government agendas.

Responsibilities

The consultant will conduct a desk review of national documentation related to business statistics and registration procedures, assessing how sex-disaggregated and disability-related data are captured. They will evaluate system interoperability and coordination, and contribute to stakeholder interviews with key national entities. The role involves assessing the feasibility of data ecosystems for gender-responsive digital business platforms and providing interpretation for official documentation. Additionally, the consultant will contribute to the production of a business registry data model overview, support validation workshops, and identify practical options for strengthening data governance and interoperability. They will also draft an action plan with prioritized recommendations and contribute to monitoring and reporting on WRT 2.0 implementation in Thailand, including setting up an entrepreneurship and buyer database.

Work Experience

A minimum of two years of progressive professional experience in statistics, data analysis, monitoring and evaluation, or reporting is required. Experience with national statistical systems, using evidence for policy development, business statistics, administrative data, or business registries is advantageous. Familiarity with the Thailand context, women's economic empowerment, procurement systems, international frameworks, or the UN system is desirable.
