National Consultant to Develop Tools and Mechanisms to Support the Ministry of Social Development’s Engagement with Civil Society Organizations in the Management of Shelter Services
Organizational Context
UN Women Jordan Country Office supports the government in advancing gender equality and women's empowerment, aligning with the Triple Modernization Agenda and the Women, Peace, and Security agenda. The office focuses on women's economic empowerment, gender-responsive governance, and political participation, as well as resilience programs for Syrian refugee and Jordanian women. This consultancy supports the Ministry of Social Development in strengthening its oversight of shelter services provided by civil society organizations.
Job Purpose
This consultancy aims to support the Ministry of Social Development in Jordan to develop and operationalize a comprehensive framework for regulating and supervising shelter services provided by civil society organizations. The objective is to clarify roles and responsibilities among all stakeholders, enhance quality assurance and accountability mechanisms, protect beneficiaries' rights, and establish transparent criteria for the accreditation, monitoring, and performance assessment of service providers. The role will contribute to strengthening the institutional, regulatory, and supervisory arrangements for shelter services, ensuring alignment with national and international standards.
Responsibilities
The consultant will conduct a comprehensive review of existing legislative, regulatory, institutional, and operational frameworks related to shelter services, analyzing current supervisory mechanisms and implementation challenges faced by the Ministry of Social Development. Key responsibilities include establishing licensing and accreditation requirements for civil society organizations operating shelters, developing technical and administrative monitoring mechanisms for compliance, and strengthening oversight, quality assurance, and performance monitoring systems. The consultant will also establish robust complaints, feedback, referral, and accountability mechanisms to safeguard beneficiaries' rights and ensure service quality. Additionally, the role involves defining clear coordination, reporting, and communication protocols between the Ministry and service providers, and developing procedures for managing non-compliance and implementing corrective actions.
Work Experience
A minimum of 5 years of progressive experience in social protection, protection services, gender-based violence, child protection, or shelter services, including work with government institutions and civil society organizations, is required. Demonstrated experience in developing or reviewing regulatory, supervisory, or policy frameworks, conducting institutional assessments, and analyzing gaps is essential. Experience with national protection systems, safeguarding principles, and UN systems is desirable.
Skills
Extensive knowledge of social protection strategies and services. Capacity to assess and strengthen institutional arrangements, governance structures, and coordination mechanisms. Ability to translate findings into actionable recommendations. Strong background in gender and social protection. Excellent analytical skills and ability to work independently. Fluency in Arabic and English is required.
