Organizational Context

UN Women's Regional Office for the Americas and the Caribbean, in collaboration with the Spanish Agency for International Development Cooperation (AECID), implements a project focused on transforming economies by recognizing, reducing, and redistributing unpaid domestic and care work. This initiative aims to enhance women's economic autonomy and well-being through comprehensive care policies and systems across Latin America and the Caribbean.

Job Purpose

The Regional Programme Specialist will provide strategic leadership and comprehensive management for the care program within the UN Women Regional Office for the Americas and the Caribbean. This role is crucial for coordinating the implementation of programmed care activities, ensuring effective articulation between project components, and achieving results aligned with the project document and donor requirements. The specialist will work closely with economic empowerment teams, country offices, and national/local partners to strengthen capacities for care services and infrastructures, contributing to the construction of National Care Systems and fostering bi-regional cooperation.

Responsibilities

Lead the implementation of the regional project "Transforming economies. Towards the Recognition, Reduction and Redistribution of Unpaid Domestic and Care Work in Latin America and the Caribbean." This involves coordinating activities, ensuring quality and efficiency, and fostering synergies. The role includes strategic project planning, developing Annual Work Plans with country offices, and providing technical guidance. It also entails establishing and strengthening coordination mechanisms between countries and levels of work, building strategic alliances with institutional partners, and facilitating inter-agency relations. The specialist will manage the project's monitoring and evaluation strategy, advise on project execution, and contribute to communication and advocacy strategies. Additionally, the role involves providing technical advisory support on care policies and systems, developing context analyses and programmatic proposals, managing partnerships and resource mobilization, and facilitating knowledge building and sharing, including the dissemination of best practices and lessons learned.

Work Experience

Requires at least 7 years of progressive experience in designing, implementing, coordinating, and evaluating gender equality strategies, policies, and programs. Essential experience includes work related to gender equality, women's rights, care policies, and social protection. Experience in leading staff internationally, working with international organizations in Latin America and the Caribbean, mobilizing resources, and managing strategic partnerships is also required. Experience with UN system agencies and in developing countries is desirable.
