In Bolivia, the Country Office's Strategic Note 2023-2027 focuses on women's empowerment, rights, and reducing gender gaps, aligning with national priorities and the "Vivir Bien" agenda. This role supports efforts to integrate gender equality and women's rights into municipal planning and management.

Job Purpose

This consultancy aims to provide technical assistance to selected municipal autonomous governments in the Llanos region of Bolivia. The purpose is to strengthen their institutional capacities to integrate gender equality, human rights, and violence prevention approaches into municipal planning, management, normative development, program formulation, project implementation, and response mechanisms. This work is crucial for preventing sexual harassment and other forms of violence against women and girls in public spaces, contributing to safer and more inclusive communities.

Responsibilities

Provide technical assistance to municipal governments in the Llanos region to strengthen institutional capacities for integrating gender equality, human rights, and violence prevention. This includes supporting the incorporation of these approaches into municipal planning, management, normative development, and program/project implementation. Specific tasks involve reviewing and improving municipal planning instruments, normative frameworks, programs, and projects to better address violence against women and girls. Develop and update municipal tools for preventing and responding to sexual harassment and violence in public spaces, such as participatory diagnostics, insecurity maps, protocols, technical guides, and referral routes. Provide technical assistance for the formulation and adaptation of gender-sensitive regulations, programs, projects, and budgets. Strengthen coordination mechanisms between municipal governments, public institutions, social organizations, and strategic actors to improve comprehensive responses to violence against women and girls. Promote the adoption of the "Safe Cities and Safe Public Spaces for Women and Girls" approach in municipal management.

Work Experience

A minimum of 5 years of relevant professional experience in gender equality, violence against women prevention, or public policy implementation at the national or sub-national level is required. Experience working with local governments, civil society organizations, and in capacity building is highly desirable. Proven experience in developing and implementing gender-sensitive tools and strategies is also preferred.
