The Women's Economic Empowerment (WEE) portfolio focuses on key areas including advancing women in the workforce and private sector engagement, particularly through the Women's Empowerment Principles (WEPs) project. This role supports the WEE portfolio, contributing to strengthening women's economic empowerment and resilience in Azerbaijan.

Job Purpose

The Programme Analyst, Women’s Economic Empowerment (WEE) contributes to UN Women's WEE portfolio in Azerbaijan, with a focus on implementing projects related to women in the world of work and private sector engagement. The role supports Outcome 1, aiming to strengthen women's economic empowerment and resilience by encouraging private sector adoption of WEPs-aligned policies and practices. The Programme Analyst provides substantive inputs to programme design, formulation, implementation, and evaluation, monitoring results and ensuring effective application of systems and procedures. This involves close collaboration with internal UN Women teams, regional offices, and external stakeholders including government, civil society, private sector, and donors to ensure successful programme delivery.

Responsibilities

The Programme Analyst will technically contribute to the development of WEE programme strategies, providing substantive inputs to project proposals and identifying areas for intervention. They will support the WEE Programme Specialist in the timely and effective implementation of the WEPs project, coordinating day-to-day activities, monitoring progress, and preparing reports. Key duties include maintaining strong partnerships with national stakeholders, coordinating advocacy and knowledge initiatives, and providing technical support for programme management, including work planning, budgeting, and partner capacity building. The role involves developing technical knowledge products, monitoring financial and programmatic progress, and contributing to resource mobilization strategies. Additionally, the Programme Analyst will provide technical support for inter-agency coordination on WEE and contribute to advocacy, knowledge building, and communication efforts.

Work Experience

A minimum of 2 years of progressively responsible experience in development programme/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building is required. Experience in engaging and providing technical support to the private sector on women's economic empowerment in Azerbaijan is essential. Experience liaising with government agencies and donors is desirable. Proficiency in computer software packages and web-based management systems is required; experience with Oracle Cloud is desirable.
