International consultant to Conduct the Comprehensive UNCT-SWAP Gender Equality Scorecard Assessment in Armenia
Organizational Context
UN Women in Armenia works to eliminate discrimination against women and girls and achieve gender equality, aligning with the UN Sustainable Development Cooperation Framework (UNSDCF) 2026-2030. The UN Country Team (UNCT) utilizes the UNCT-SWAP Gender Equality Scorecard to assess and enhance gender mainstreaming across its operations, supported by the Gender Equality Acceleration Plan (GEAP).
Job Purpose
This consultancy aims to facilitate a comprehensive UNCT-SWAP Gender Equality Scorecard assessment for the UN Country Team in Armenia. The purpose is to evaluate the UNCT's performance and accountability in mainstreaming gender equality and empowering women and girls, in line with the UNSDCF 2026-2030. The assessment will identify progress, strengths, and gaps, informing concrete actions to strengthen gender mainstreaming and accountability. Additionally, the consultant will support the delivery of the Gender Equality Acceleration Plan (GEAP), ensuring a participatory approach and collective ownership of findings and recommendations by UNCT entities.
Responsibilities
The consultant will conduct a comprehensive desk review of relevant UNCT documents and develop a detailed methodology and workplan for the UNCT-SWAP Gender Equality Scorecard assessment. This includes reviewing technical guidance, previous assessments, the UNSDCF, joint workplans, and UN Gender Theme Group documentation. The consultant will provide technical and facilitation support to the Inter-Agency Assessment Team (IAT), collecting and reviewing data to assess the UNCT against all UNCT-SWAP indicators. Key activities include assessing gender mainstreaming in planning, programming, partnerships, leadership, and results; evaluating the effectiveness of gender equality coordination mechanisms; assessing institutional capacities for gender mainstreaming; facilitating validation of findings; and developing a practical, results-oriented Action Plan. The consultant will also contribute to the Gender Equality Acceleration Plan (GEAP) by conducting an analysis, facilitating stakeholder consultations, drafting the GEAP, and developing a monitoring framework.
Work Experience
A minimum of 5 years of relevant professional experience in international development with a Master's degree (or 7 years with a Bachelor's) is required. Experience in gender data collection and analysis (interviews, surveys, focus groups) is essential. Experience with the UN on gender equality, the UNCT-SWAP Gender Equality Scorecard, results-based management, and conducting gender training is desirable.
