Organizational Context

UN Women Ethiopia, through a Joint Programme with UNFPA and EU/Spanish funding, aims to strengthen gender mainstreaming, institutional capacity, gender statistics, and accountability mechanisms. This role supports the "strengthened mechanisms for Production, analysis and use gender-related data" result area by assessing the national gender statistics system.

Job Purpose

This consultancy aims to conduct a comprehensive assessment of Ethiopia's national gender statistics system, focusing on production, analysis, dissemination, and utilization. The purpose is to identify existing initiatives, achievements, persistent gaps, and challenges. The assessment will inform policymakers and legal drafters, contributing to evidence-based interventions and the development of laws and policies that promote gender equity across various sectors. The consultant will work under the guidance of UN Women and UNFPA, collaborating with national and regional statistical services and relevant ministries.

Responsibilities

Conduct a comprehensive situational analysis of Ethiopia’s gender statistics system, including institutional frameworks, legal provisions, and coordination mechanisms at national and regional levels. Assess the production and quality of gender statistics by reviewing data sources, methodologies, and standards compliance. Evaluate systems for dissemination and accessibility of sex-disaggregated and gender statistics. Analyze the utilization of gender statistics by policymakers and legal drafters, identifying barriers. Assess the technical and institutional capacities of relevant agencies. Identify key gaps and challenges within the gender statistics ecosystem and develop practical recommendations. Facilitate data collection at the regional level and manage data collectors. Prepare and deliver key outputs including an inception report, data collection summaries, draft and final assessment reports, and validation workshop documentation.

Work Experience

At least 7 years of progressive experience in gender statistics, research, and data analysis, with a strong understanding of gender equality principles. Proven experience in conducting national/regional assessments, stakeholder consultations, and field data collection, preferably in Ethiopia. Experience in producing high-quality analytical reports and facilitating workshops is essential. Experience with UN Women or the UN system is an asset.
