Organizational Context
UN Women Haiti, within the Ending Violence Against Women section, seeks consultants to monitor projects funded by the Women's Peace and Humanitarian Fund (WPHF). This role is crucial for documenting progress, assessing intervention quality, measuring impact, and identifying operational challenges in a context of severe humanitarian and security crises. The consultancy will focus on areas with limited humanitarian access, including Croix-des-Bouquets, Carrefour, and Arcahaie.
Job Purpose
The primary purpose of this consultancy is to conduct field visits to assess the quality of project implementation by partner organizations, evaluate the functionality of their facilities, and document the impact of interventions on target populations, particularly women and girls. The consultant will gather qualitative data, visual evidence, and testimonials to inform decision-making, project monitoring, and continuous improvement. This role is vital for ensuring accountability to partners, beneficiaries, and donors, especially in challenging security and access environments. The findings will contribute to adapting programs and addressing protection risks, including Gender-Based Violence (GBV), in areas affected by displacement and conflict.
Responsibilities
The consultant will be responsible for preparing an inception report detailing methodology, data collection tools, ethical approaches, and risk mitigation measures. This includes conducting field visits to partner organization offices and shelters in Croix-des-Bouquets, Carrefour, and Arcahaie. The role involves conducting semi-structured interviews with partner staff and beneficiaries, ensuring a survivor-centered approach and adherence to 'Do No Harm' principles. The consultant will evaluate the quality and safety of services for GBV survivors, assess facilities, and document good practices and lessons learned. Additionally, the consultant will collect perceptions and testimonials from beneficiaries, document inspiring success stories, and take professional photographs with informed consent. The role also includes analyzing protection risks, service gaps, and GBV needs, and providing operational recommendations to enhance project quality, sustainability, and impact.
Work Experience
A minimum of 5 years of progressive professional experience in field evaluations, project monitoring, or humanitarian reporting in Haiti is required. Demonstrated experience of at least 3 years in conducting GBV-related evaluations in humanitarian contexts, including PSEA compliance and ethical data collection/photography, is essential. Proven experience in gender-sensitive analysis and formulating strategic recommendations is also necessary.
