Organizational Context

UN Women in Papua New Guinea addresses the critical issue of low women's political representation, where women hold only 3 out of 118 parliamentary seats. The organization implements three key programs focused on enhancing women's political leadership, promoting gender-responsive governance, and ensuring safer, more inclusive elections. This role supports these efforts by providing technical assistance and coordination to partners.

Job Purpose

This consultancy aims to provide senior technical, coordination, and results-management support for UN Women's inclusive governance and election portfolio in Papua New Guinea. The role is crucial for strengthening national ownership and institutional capacity, ensuring synergy between governance, women's political leadership, and peaceful elections initiatives. The consultant will contribute to timely, high-quality planning, implementation, monitoring, reporting, and learning activities, ultimately advancing women's equal and meaningful participation in political processes and decision-making.

Responsibilities

The consultant will be responsible for integrated program planning, coordination, and implementation support for the governance portfolio, translating project documents into actionable plans and managing implementation risks. This includes preparing and reviewing project documents, supporting UN Women's participation in joint program teams, and coordinating with various stakeholders like UNDP and OHCHR. Technical support to partners will involve reviewing training materials, strengthening capacities of national women's machinery, and providing inputs for legal and policy reforms. A key responsibility is establishing and operationalizing a gender-responsive Peaceful Elections Situation Room (PESR), developing protocols for incident management and data collection. The role also involves results-based monitoring, reporting, learning, and communications, including developing monitoring tools, collecting and analyzing data, and preparing progress reports. Additionally, the consultant will plan and facilitate workshops, build partnerships, and support resource mobilization strategies.

Work Experience

A minimum of seven years of progressive professional experience in gender-responsive governance, women's political participation, or electoral assistance is required. Demonstrated experience in program management, partner coordination, results-based monitoring, budget management, and donor reporting is essential. Experience in electoral conflict prevention, women's leadership development, developing operational guidance, and facilitating multi-stakeholder dialogues is also required. Experience with electoral situation rooms, UN joint programs, and in Papua New Guinea or the Pacific region is advantageous.
