Consultant for Liaison Office
Organizational Context
UN Women's Liaison Office to the African Union (AU) and UNECA in Addis Ababa, Ethiopia, strategically engages with continental and regional bodies to advance Gender Equality and Women’s Empowerment (GEWE). The office provides technical support for policy formulation and monitoring, coordinating with AU departments and UN agencies to mainstream gender across frameworks and drive catalytic initiatives.
Job Purpose
This consultancy aims to provide strategic leadership and technical coordination for UN Women's Regional Liaison Program with the AU and UNECA. The role involves developing and implementing the regional liaison portfolio, offering technical expertise on GEWE policy and programming to partners, and managing relationships with regional stakeholders. The consultant will contribute to policy advocacy, knowledge management, and ensuring coherent planning and effective implementation of UN Women's regional agenda, ultimately transforming commitments into action for women and girls.
Responsibilities
Provide strategic leadership and technical coordination for the Regional Liaison Program, aligning with UN Women's Strategic Note. Offer technical inputs on GEWE policy and program development to partners, including the AU, NGOs, and UN entities. Maintain and coordinate relationships with regional and national partners to support program expansion and address challenges. Review and provide feedback on ongoing projects, strategies, and knowledge products. Offer strategic technical advice on program planning, implementation, monitoring, and reporting systems. Prepare technical background documents and briefs for policy positions. Support UN's Regional Coordination Mechanism Clusters and joint initiatives. Oversee monitoring of progress against results frameworks. Coordinate knowledge management and policy advocacy, including research, analysis of policy developments, and engagement in regional policy processes. Facilitate information exchange and dissemination of lessons learned. Represent UN Women in regional GEWE meetings and conferences.
Work Experience
Requires at least 5 years of progressive experience in managing complex multi-component program interventions with national partners. Experience in program management, coordination, monitoring and evaluation, donor reporting, and capacity building is essential. Experience in knowledge management, policy advocacy, or partnership development, preferably within the UN or international development organizations, is desirable. Experience leading teams in international settings is also required.
