Organizational Context

The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is seeking a consultant to develop a methodological framework for implementing the social cost of carbon in transportation projects within Chile's National Public Investment System (SNI). This initiative aims to improve public resource allocation and integrate climate externalities into public investment.

Job Purpose

The purpose of this consultancy is to develop a robust methodological base for applying the social cost of carbon (PSC) to transportation projects within Chile's National Public Investment System (SNI). This involves identifying and analyzing existing methodologies and tools for quantifying emissions, defining differentiated guidelines based on project characteristics, and developing practical tools and instructions. The ultimate goal is to enhance the effectiveness of public resource allocation and ensure that climate externalities are properly considered in public investment decisions, contributing to sustainable development and climate change mitigation efforts in the transport sector.

Responsibilities

The consultant will identify and review existing methodologies and tools for quantifying emissions in transport projects within the SNI, classifying available tools like emission models and international methodologies. They will analyze the risk of double-counting externalities and assess the availability and applicability of these tools nationally, identifying gaps. The consultant will define a preliminary structure for applying PSC, establishing differentiated methodological guidelines based on project type, scale, impact, and lifecycle stage. They will develop a flowchart or decision tree to guide method selection, validate the proposed structure's technical coherence with SNI requirements, and create a methodological guide detailing the step-by-step process for emission quantification and valuation. Additionally, the consultant will analyze identified gaps to prioritize sub-sectors for intervention, support the selection of specific sub-sectors, and develop standardized spreadsheets for emission estimation and valuation, including data input/output formats, validation mechanisms, and pilot testing.

Work Experience

A minimum of 5 years of professional experience in climate change is required. Additionally, at least 2 years of experience in public investment topics is necessary. Experience with emission quantification tools and methodologies in the transport sector is implied by the role's duties.

Skills

Expertise in climate change, public investment, emission quantification methodologies, economic analysis, and tool development. Proficiency in Spanish and English. Ability to analyze complex data, develop methodological frameworks, and create practical implementation tools.
