National Consultant for Systems Development and Enhancement of the Convicted Sexual Offenders Electronic Register (CSOER)
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) supports Member States in upholding the rule of law and promoting effective criminal justice systems. Within the Programme for Legal Empowerment and Aid Delivery (PLEAD) Phase II in Kenya, this consultancy aims to enhance the Convicted Sexual Offenders Electronic Register (CSOER). The role supports digitalization efforts to improve justice system efficiency and accountability.
Job Purpose
This consultancy aims to provide specialized technical expertise to assess, design, develop, integrate, test, and support the deployment of an enhanced Convicted Sexual Offenders Electronic Register (CSOER) for the Judiciary of Kenya. The enhanced system will improve data integrity, accuracy, and timeliness by integrating with various Judiciary and justice-sector systems, including biometric functionality. This will strengthen the Register's reliability for public protection, particularly for children and vulnerable persons, and enhance decision-making processes within the criminal justice chain.
Responsibilities
The consultant will be responsible for assessing the existing CSOER, designing necessary enhancements, and developing interfaces for integration with key justice sector systems (e.g., Kenya Prisons Service, Immigration Services, ODPP Uadilifu System, High Court/Court of Appeal, National Population/Identity Data System). This includes integrating biometric fingerprint functionality, supporting data auditing and migration, strengthening system security and access controls, and conducting comprehensive system testing. The consultant will also provide technical documentation, knowledge transfer, and support for pilot deployment to ensure the sustainability and successful operation of the enhanced CSOER system.
Work Experience
Requires at least two years of proven experience in systems analysis, software development, and enterprise application integration, specifically with secure web-based information management systems. Experience with APIs, databases, data migration, and systems interoperability is mandatory. Experience with biometric or identity-management systems is a strong advantage.
