Organizational Context

The Economic Commission for Africa (ECA), coordinating the Africa High-level Working Group on the Global Financial Architecture (HLWG-GFA), seeks a consultant to study carbon pricing's role in financing Africa's green transition. This role supports the HLWG-GFA's mandate to address economic consequences of global shocks and advocate for financial architecture reforms.

Job Purpose

The purpose of this role is to develop and produce a comprehensive technical study and policy brief on 'Carbon Pricing: How Carbon Revenues Can Finance Green Transition in Africa'. This involves empirical assessment of carbon pricing mechanisms, analysis of revenue utilization for green economies, and mapping of relevant instruments and Article 6 activities in Africa. The study aims to inform African policymakers and support the HLWG-GFA's secretariat in advocating for reforms that empower low- and middle-income countries, contributing to Africa's sustainable development and resilience against economic shocks.

Responsibilities

The consultant will undertake an empirical assessment of carbon pricing mechanisms and their contribution to trade and decarbonization using Dynamic Computable General Equilibrium (CGE) modeling. This includes simulating various carbon price scenarios and evaluating the use of generated revenues for green transition, identifying necessary conditions and case studies. Responsibilities also involve mapping existing and proposed carbon pricing instruments across African countries, assessing institutional capacities for implementation, and identifying mechanisms for international and domestic carbon credit offsets. Furthermore, the role includes mapping Article 6 of the Paris Agreement activities in Africa, assessing border carbon adjustment implications, and analyzing political economy factors for carbon pricing adoption.

Work Experience

A minimum of fifteen years of progressive experience in macroeconomic policy, economic research, analysis, and forecasting is required. Demonstrated experience with dynamic CGE models (e.g., GAMS, GEMPACK) and familiarity with GTAP or similar databases are essential. Substantial experience in carbon markets, carbon pricing mechanisms, policy advisory roles, and producing high-quality policy-relevant reports on economic and climate issues is necessary. Experience in developing countries and with Bretton Woods Institutions is desirable.

Skills

Dynamic Computable General Equilibrium (CGE) modeling, GAMS/GEMPACK proficiency, GTAP database familiarity, carbon markets analysis, carbon pricing mechanisms, policy advisory, economic research and analysis, report writing, understanding of Article 6 of the Paris Agreement, and familiarity with Bretton Woods Institutions.
