Technical Study on Mapping Sdr Rechannelling Opportunities, Readiness and Climate Action Pathways for Africa
Organizational Context
The Economic Commission for Africa (ECA) supports the Africa High-level Working Group on the Global Financial Architecture (HLWG-GFA). This group, comprising African ministers and financial institutions, addresses economic shocks and advocates for global financial architecture reforms. The ECA seeks a consultant to conduct a study on SDR rechanneling for climate action in Africa.
Job Purpose
The purpose of this role is to conduct a comprehensive, data-backed analytical study on Special Drawing Rights (SDR) rechanneling opportunities and pathways to support climate action in Africa. The study will identify countries willing and able to re-channel SDRs, assess the conditions and mechanisms for this, and evaluate how these rechanneled SDRs can indirectly benefit climate action through liquidity support, concessional financing, fiscal space, and MDB leverage. The analysis will cover both contributing and recipient sides, mapping constraints and readiness, and will inform policy recommendations for the HLWG-GFA to strengthen Africa's position in the global financial architecture and enhance climate resilience.
Responsibilities
The consultant will map SDR rechanneling opportunities and readiness in African countries, distinguishing political willingness, legal readiness, and implementation. This includes identifying preferred channels like the PRGT, RST, MDB hybrid capital, and prescribed holders, while assessing key constraints. The role involves evaluating how rechanneled SDRs can indirectly support climate action, such as adaptation, resilience, NDCs, NAPs, and climate-resilient investments. A clear mapping framework will be developed. The consultant will conduct structured consultations with relevant institutions, present draft findings, and respond to feedback. Substantive support will be provided to the HLWG-GFA secretariat, including preparing briefing materials and advocacy tools. The consultant will also support the socialization of the study through presentations and submit monthly progress updates.
Work Experience
A minimum of fifteen years of progressively responsible experience in macroeconomic policy, development finance, or economic research is required. Experience in policy advisory roles, with developing countries, and in producing high-quality policy-relevant reports on economic, debt, and climate finance is essential. Experience with international financial architecture, IMF/MDB instruments, and SDR rechanneling arrangements is desirable.
