Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development globally, focusing on adequate shelter and SDGs. Operating in Jordan since 2005, UN-Habitat collaborates with various stakeholders to localize SDGs and implement its programs. The program "Mainstreaming Ecosystem-based Adaptation into Urban Development Planning Frameworks in Amman City" aims to integrate EbA into urban planning and policy at national and municipal levels, enhancing resilience.

Job Purpose

This consultancy is designed to develop practical, evidence-based legal and policy instruments for mainstreaming Ecosystem-based Adaptation (EbA) into Jordan's national policy and regulatory frameworks, and to strengthen its integration into the Greater Amman Municipality's (GAM) planning and regulatory processes. The role will produce a national EbA policy brief for relevant institutions and a local legal/regulatory instrument for GAM, building on existing legislation and best practices. The ultimate goal is to enhance urban resilience and adaptive capacities by capitalizing on natural resources and embedding EbA principles into decision-making and planning.

Responsibilities

The consultant will be responsible for developing a detailed methodology and workplan, including stakeholder mapping and a consultation plan, and submitting an Inception Report. Key tasks include conducting a comprehensive review of national legal and policy frameworks relevant to the Ministry of Environment (MoEnv) and Aqaba Special Economic Zone Authority (ASEZA), as well as reviewing Jordan's national commitments related to climate change, biodiversity, and disaster risk reduction. The consultant will also analyze how adaptation and ecosystem resilience are currently addressed. Furthermore, the role involves developing a validated national EbA policy brief and a validated GAM legal/regulatory instrument with practical implementation guidance, ensuring integration of gender, social inclusion, and safeguard considerations.

Work Experience

A minimum of 1 year of relevant professional experience in biodiversity conservation, environmental management, natural resource management, environmental policy/planning, ecosystem restoration, or climate change adaptation is required. Experience in reviewing and analyzing national environmental policies, strategies, legislation, and regulatory instruments is essential. Familiarity with the Jordanian environmental and institutional context is also required. Experience contributing to environmental strategies or policy recommendations at the national/sub-national level is desirable.

Skills

Knowledge of Ecosystem-based Adaptation (EbA) or Nature-based Solutions (NbS), biodiversity assessments, species conservation, ecosystem monitoring, or conservation planning is desirable. Excellent writing and communication skills in English and Arabic are required.
