Individual Contractor in Sea Level Rise and Human Rights
Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) seeks an Individual Contractor to support its work on strengthening human rights-based adaptation responses to sea-level rise. This role will contribute to developing practical methodologies for linking adaptation budget tagging with economic, social, and cultural rights (ESCR) budget tagging.
Job Purpose
This consultancy aims to develop the initial phase of a practical methodology that integrates adaptation budget tagging with OHCHR's approaches to ESCR budget tagging. The focus is on key rights impacted by sea-level rise, including water and sanitation, adequate housing, food, and health. The work will involve developing a matrix and a tagging/assessment tool, with potential for country-level testing and refinement. This initiative supports states in making evidence-based fiscal decisions for adaptation and enhances transparency, participation, and accountability for rights holders and civil society.
Responsibilities
The consultant will prepare a work plan and inception report, and finalize the analytical approach. Responsibilities include reviewing and mapping international methodologies and national practices for climate/adaptation budget tagging, with a focus on sea-level rise. The consultant will apply OHCHR's ESCR budget tagging approaches to identify human rights dimensions and indicators. Key duties involve developing a draft adaptation-ESCR matrix and the structure for a practical tagging/assessment tool. A desk-based application of the draft approach will be conducted to assess feasibility and refine the methodology. The consultant will also propose country cases for further testing and apply the tool to develop country analyses, refining it based on this experience.
Work Experience
Demonstrated experience with climate/adaptation budget tagging, climate expenditure tracking, green budgeting, or related methodologies is required. Experience analyzing national budgets and public expenditure is also necessary. Knowledge of human rights-based approaches to public finance and ESCR is desirable. Experience in a multilateral environment is considered an asset.
