Organizational Context

The Office of the High Commissioner for Human Rights (OHCHR) seeks an Individual Contractor to support its work on human rights and sea-level rise. This role, based remotely, will contribute to developing practical methodologies for linking adaptation budget tagging with human rights considerations, focusing on key economic, social, and cultural rights.

Job Purpose

The purpose of this consultancy is to develop the initial phase of a practical methodology that integrates adaptation budget tagging with OHCHR's economic, social, and cultural rights (ESCR) budget tagging approaches. This methodology will specifically address the impacts of sea-level rise on rights to water, sanitation, housing, food, and health. The role involves creating an analytical framework, a draft matrix/tool, and conducting a desk-based application to assess feasibility and refine the approach. The ultimate goal is to enhance the equitable, transparent, and accountable allocation of public budgets for climate adaptation, ensuring that vulnerable populations are prioritized and their human rights are protected. Further country testing may follow, subject to funding availability.

Responsibilities

The Individual Contractor will be responsible for preparing a work plan and inception report, defining the analytical approach, data needs, and timeline. Key duties include reviewing and mapping international methodologies and national practices for climate/adaptation budget tagging, with a focus on sea-level rise impacts. The contractor will apply OHCHR's ESCR budget tagging approaches to identify human rights dimensions and indicators relevant to sea-level rise. A primary output will be the development of a draft adaptation-ESCR matrix and the structure for a practical tagging/assessment tool. This will be followed by a desk-based application to test the methodology's feasibility with real budget data, identify limitations, and refine the approach. Finally, the contractor will propose criteria for selecting country cases for future testing.

Work Experience

Required experience includes demonstrated expertise in climate/adaptation budget tagging, climate expenditure tracking, green budgeting, or related methodologies. Experience analyzing national budgets and public expenditure is essential. Knowledge of human rights-based approaches to public finance and ESCR is desirable. Experience working in a multilateral environment is considered an asset.

Skills

Climate/adaptation budget tagging, climate expenditure tracking, green budgeting, national budget analysis, public financial management, human rights-based approaches to public finance, economic, social, and cultural rights, research and analytical skills, methodology development, report writing, English fluency.
