This role operates under the supervision of the Project Manager on GBV and the Regional Representative, collaborating with UNODC Headquarters.
Job Purpose
The purpose of this consultancy is to develop a comprehensive and operational Regional Standard Operating Procedures (SOP) framework for GBVAWG criminal justice responses. This involves conducting a desk review, situational analysis, and extensive stakeholder consultations to identify challenges in case progression and evidence management. The consultant will draft step-by-step procedures for all criminal justice actors, including standardized templates, evidence handling protocols, and gender-responsive, trauma-informed approaches. The role also includes developing practical implementation tools and a monitoring and evaluation framework. The ultimate goal is to create a harmonized operational framework that enhances the prosecution of GBV cases across the Southern African region, complementing existing protocols and focusing on evidentiary guidance.
Responsibilities
The consultant will lead the development, review, and finalization of Regional SOPs for GBVAWG criminal justice responses. Key responsibilities include preparing an inception report and work plan, conducting a desk review and situational analysis of relevant frameworks, and mapping stakeholders. The consultant will develop a first draft of the SOPs, including step-by-step procedures, standardized templates, evidence handling protocols, and practical implementation tools. This involves facilitating stakeholder consultations and workshops for validation, consolidating feedback, and revising the SOPs accordingly. The final output will be a complete, operational regional SOP package, including an implementation roadmap and monitoring framework, approved by UNODC and participating Member States.
Work Experience
A minimum of seven years of professional technical experience in international/regional GBV programming and multisectoral criminal justice systems is required. Experience in presenting multisectoral GBV information is essential. Desirable experience includes international drafting, UN system familiarity (especially UNODC), developing SOPs or prosecutorial guidelines, and knowledge of GBV in the Southern African region.

Strong analytical and research skills for desk reviews and situational analyses. Proven ability to conduct stakeholder consultations and facilitate workshops. Experience in drafting operational guidelines, evidence handling protocols, and implementation tools. Proficiency in English is required; knowledge of another UN official language is an advantage.
