This role supports OIM's organizational development to implement Total Portfolio Approach (TPA) best practices under Project Blue Print 2030. The position aims to enhance enterprise-wide decision-making by improving coordination, standardizing language, and establishing integrated governance and reporting structures.

Job Purpose

This Programme Management Officer role is crucial for OIM's strategic initiative to adopt a best-practice total portfolio model by 2030. The incumbent will drive the 'One-Organization Enablement' workstream, focusing on strengthening enterprise-wide decision-making. This involves enhancing coordination across investment, operations, and governance functions, fostering a common investment language, aligning performance objectives, and establishing integrated governance, reporting, and delegated-authority frameworks. The role directly supports the Representative of the Secretary-General (RSG) in achieving these critical organizational development goals, ensuring OIM operates with best-in-class practices for managing the UNJSPF's substantial assets.

Responsibilities

Responsibilities include supporting governance, engagement, and decision-making frameworks across investment, operations, and governance functions, and defining delegated-authority structures. The role involves analyzing total portfolio principles within the Fund's environment, recommending solutions, and coordinating the development of TPA mindset materials, KPIs, and related documentation. Additionally, the officer will oversee performance measurement standardization, monitor project delivery and change effectiveness, conduct review processes, capture lessons learned, and implement corrective actions. Training and coaching on TPA mindset and governance, mapping stakeholders and information flows, preparing executive reporting, and maintaining governance records are also key duties.

Work Experience

A minimum of seven years of progressive experience in project/programme management, investment, organizational change, or governance is required. Experience managing business-driven programmes in financial services, particularly at an asset owner, and delivering organizational or governance transformation is essential. Experience with stakeholder engagement, culture change, and designing KPIs/KRIs in complex environments is desirable.

Skills
